The aim of farmer corporation-based plantation area development is to combine a series of plantation sub-sector programs and activities into a unified whole both from a regional and institutional system perspective, so as to encourage increased competitiveness regional commodities and in turn to be able to realize farmer welfare through economic institutions.

The economic institution in question is an economic institution that has a legal entity with the majority of capital ownership owned by farmers.

In the Minister of Agriculture Regulation number 18 of 2018 concerning guidelines for developing agricultural areas based on Farmer Corporations, it is stated that the Regional Government is obliged to prepare a Master Plan Document for Agricultural Areas based on Farmer Corporations. It is hoped that this document can provide direction for plantation area planning in line with national and provincial policies in the form of a farmer corporation-based plantation area development program in a directed, integrated, measurable manner supported by the necessary facilities and infrastructure.

Hidayanti stated that there needs to be full commitment from Regional Officials involved in the Development of Farmers' Corporation-based Plantation Areas for its success. Apart from that, the Program/Activity can be internalized into the work plan of the relevant Regional Apparatus.
