RAKOR Implementation of Deconcentration Funds and BIMTEK Sakti SATKER Application for Deconcentration Funds

Samarinda, 14 June 2021, 09.00 WITA. East Kalimantan Province Bappeda attended the coordination meeting for the implementation of Deconcentration funds and technical guidance for the SAKTI application of the Deconcentration Fund work unit which was organized by Bappenas RI virtually and offline (Aston Bogor hotel). This event was also attended by representatives of Bappeda throughout Indonesia as well as work units of the ICCTF Board of Trustees.

Resources for this activity include Thohir Afandi (Inspector for Institutional Performance), Head of the General Bureau of Bappenas RI, Drs. Sumedi Andono Mulyo, MA, Ph.D (Director of Spatial Planning and Disaster Management of Bappenas RI), Rohmad Supriyadi (Planning, Organization and Management Bureau of Bappenas RI).

The Inspector for Institutional Performance delivered an evaluation of accountability for the performance of Deconcentration fund activities. It was also conveyed that deconcentration as a synergy and integration of the Central and Regional Government requires determining priority development targets based on the synergy of Central and Regional planning. Supervision of the implementation of Deconcentration is carried out within the scope of: Planning, Implementation and Reporting. Supervision of Deconcentration funds also covers finances and performance. The level of submission of managerial reports in 2020 reached 90%. Of the 30 Working Units, there are 3 Working Units that have not submitted managerial reports.

The Head of the General Bureau of Bappenas RI conveyed regarding the implementation of the SAKTI application in the Deconcentration Fund Working Unit. The migration flow starts from the Erekon G2 Database. The detailed report is entered into Reference Data, Inventory Reference Data, Transaction Data, Inventory, Fixed Assets, Intangible Assets and GLNERACA. Then check the detailed report with the Sakti Database. There are obstacles to SAKTI migration, namely 1) Some Working Units have not yet appointed a Financial Management Officer. 2) Working Working Units do not have BMN LK Erekon Users. 3) The Working Unit has not yet processed the SAKTI User Application to the Local KPPN 4) Lack of understanding regarding SAKTI. However, there will be more obstacles than mentioned. Things that need to be considered: SAKTI User Authority, Understanding of transaction business processes and Single Entry Point.

The Director of Spatial Planning and Disaster Management of Bappenas RI conveyed in his presentation regarding the acceleration of the implementation of Deconcentration of Bappenas RI to strengthen the synergy of Central and Regional planning. Concerning optimizing the allocation and distribution of resources between regions. The role of Bappenas and Bappeda is to find common ground on how to optimize K/L spending, T/P decon funds, regional transfer funds (DAU, DAK, DBH, Special Autonomy Funds and Village Funds) including loans/grants, private sector and banking. The joint task of finding out the optimization of each allocated resource can increase productivity, added value to income, regional competitiveness while also strengthening social and cultural capital to create a dignified life. The use of Bappenas Deconcentration Funds is directed at strengthening regional-based planning to provide input in the preparation of RKP and planning coordination to provide input in the preparation of RKP and planning coordination to support national development priorities.

The Deconcentration Secretariat of Bappenas RI will evaluate the utilization of Bappenas Deconcentration Funds in July-August 2021. The Deconcentration Secretariat of Bappenas will carry out special coordination and assistance to the relevant regions. Utilizing Bappenas Deconcentration activities appropriately, efficiently and effectively will improve the quality of planning in the regions, strengthen cooperation and partnerships between Bappenas and Provincial Bappeda in planning coordination and ensure synergy between Bappenas and Provincial Bappeda in overseeing the achievement of the national development agenda and priorities with regional priorities.

Rohmad Supriyadi from the Indonesian Bappenas Planning, Organization and Management Bureau said that the aim of Bappenas' Deconcentration Activities for Governors as representatives of Regional Government is to Internalize the substance of national priorities in regional planning and budgeting documents and realize planning alignment between the center and regions to support the achievement of the national development priority agenda. The Managerial Report generally contains the following content: 1. General description of the implementation, consisting of background, objectives, scope, DIPA information, Satker team structure and the output produced. 2. Implementation plan, consisting of activity focus, budget allocation, performance determination and activity implementation schedule. 3. Implementation results, consisting of budget realization, activity achievements, and achievement of performance indicator targets in the PK and 4. Obstacles faced and necessary follow-up improvements. Time for submitting reports on semester and annual basis. The Managerial Report is submitted to the Governor and the Minister of National Development Planning/Head of Bappenas through the Secretary of the Ministry of National Development Planning/Main Secretary of Bappenas.
