The factors inhibiting budget absorption and the realization of the Provincial Bappeda's performance. East Kalimantan, namely due to changes in applications in the financial administration process, which previously used the FMIS application, now uses the SIPD application, so that it requires adjustments in the financial administration process and the use of the new application; as well as a busy schedule of activities that must be completed in the first quarter of 2023, including the preparation of the Provincial RPD.
