18th Plenary Meeting of East Kalimantan Province DPRD

Samarinda, 15 June 2021, 10.00 WITA. The Regional People's Representative Council of East Kalimantan Province held its 18th plenary meeting in Building D, 6th floor of the East Kalimantan Provincial DPRD on Tuesday, 15 June 2021. The plenary meeting was chaired and opened by the Deputy Chair of the East Kalimantan Provincial DPRD, M. Samsun, SE, M.Si, attended by the Leaders and Members of the East Kalimantan Provincial DPRD, the Deputy Governor of East Kalimantan, the Regional Secretariat of East Kalimantan Province and Secretariat Assistants Regions, elements of Forkopimda, Mass organizations/NGOs as well as all regional apparatus within the East Kalimantan Provincial Government via video conference (zoom meeting).

This plenary meeting is intended to convey the Government's response to the general views read by the 8 (eight) factions of the DPRD of East Kalimantan Province regarding the explanatory note on changes to the 2019-2023 RPJMD and the financial note on the Raperda on accountability for the implementation of the 2020 East Kalimantan Province APBD which was presented at the previous plenary meeting (17th plenary meeting).

The government stated in its response that the government agreed that the preparation of development targets in the revised RPJMD for East Kalimantan Province for 2019-2023 could be more realistic and adapt to current conditions, especially considering the conditions of the Covid 19 pandemic and changes occurring at the national and international levels.

Regarding the SILPA conditions that occurred in the previous year, it was dominated by the Covid 19 pandemic. In this regard, the Government will continue to optimize by immediately implementing activities that have been budgeted for in 2021 so that the budget realization process can run more optimally, speed up the process of procuring goods and services and improve monitoring and control mechanisms for implementing activities. The government will further increase the allocation of capital expenditure, especially directed at the development of small, micro and medium enterprises.

With regard to optimizing regional income, the Government will further improve asset management so that it can be further optimized to increase regional income. The government will make improvements to monitoring and evaluation mechanisms in the field. Leading sectors will continue to be encouraged to support sustainable development. Regarding the optimization of BUMD, efforts will be made to evaluate and revitalize BUMD. Apart from that, the Government agrees with the general view of the council faction that the Government must further improve coordination regarding increasing investment.

Regarding the development of road infrastructure, irrigation and other basic infrastructure, so far there are still obstacles, one of which is land problems. However, the Government will continue to carry out improvements and development with a strategy to optimize sharing of funds between the APBN, APBD and DAK/Financial Assistance which is adjusted to the status of the roads being handled. It is realized that this is very important because it also concerns the problem of regional inequality that still occurs and will be reduced by improving infrastructure to facilitate accessibility to all production areas.

It was also conveyed that the government's lower poverty target is of the view that the Covid-19 pandemic will still continue and will certainly have an impact on development in East Kalimantan Province in the future. Some expenditure allocations for activities related to social assistance were not absorbed because there was assistance from the Central Government which meant that assistance from the Regional Government could not be distributed, and there was data on potential recipients that still needed to be validated/invalid.

Regarding handling the problem of unemployment, the Government needs to carry out a strategy to increase skills training for prospective workers and prepare job training centers to be more optimal in carrying out their role.

Regarding Education, the Government agrees to improve technical instructions related to the distribution of scholarships in East Kalimantan Province as well as related to the mechanism for accepting new students online, which will be carried out in collaboration with Telkom. The government said that regarding online teaching and learning mechanisms during the Covid-19 pandemic, it is still hampered by limited internet access infrastructure in several areas in East Kalimantan Province.

Regarding the health sector in East Kalimantan Province, the Government will be committed and serious in handling intensively cases of stunting/malnutrition as well as handling Covid 19 in East Kalimantan Province.

Several other things, such as regarding the condition of the Environmental Quality Index (IKLH) in East Kalimantan Province, the Government will maintain its achievements with a more intensive environmental pollution control program strategy. The government will also follow up in the near future regarding the preparation of a Governor's Regulation regarding legal aid and people with disabilities. The government will implement a public service strategy with IT systems and government governance to improve the achievements of the Bureaucratic Reform Index.

The closing agenda for the 18th Plenary Meeting of the East Kalimantan Provincial DPRD was the formation of a special committee for changes to the 2019-2023 RPJMD appointed from representatives of each faction in the East Kalimantan Provincial DPRD and chaired by Ir. Agus Suwandi from the Gerindra faction.
