Baseline and Target Verification Meeting for District/City Housing, Drinking Water and Sanitation Sectors

Samarinda, 18 June 2021, 14.00 WITA. Bappeda of East Kalimantan Province attended the baseline and target verification meeting in the areas of housing, drinking water and sanitation for the Regency/City which was held in the Daya Taka meeting room on the 3rd floor of the East Kalimantan Governor's office. This event was attended by 17 participants consisting of the Provincial Working Group (present in person) and 31 online Regency/City Working Group participants, East Kalimantan Province Bappeda, East Kalimantan Province Secretariat Development Administration Bureau, East Kalimantan Province PUPR-PERA Service and East Kalimantan Regional Settlement Infrastructure Center.

In order to deliver the Baseline Exercise and National Targets for the Housing, Drinking Water and Sanitation Sector as stated in the 2020-2024 RPJMN which will be mainstreamed in the 2020-2024 District/City RPJMD, it is important to verify and agree on the Baseline and targets for the Housing, Drinking Water and Sanitation Sector for 2020-2024. The baseline agreed in 2021 refers to the 2019 baseline agreement. The sanitation management aspect includes, among other things, aspects of waste regulations, aspects of domestic waste water regulations, and aspects of waste institutions.

It was conveyed at this meeting that the strategy for managing waste in the cities of Balikpapan and Samarinda is of particular concern to the center (Bappenas RI) considering that the New IKN will be in East Kalimantan Province. The initial effort currently being made is to include AMPL targets in the RPJMD.

Furthermore, the Baseline and targets included in the Regency/City and Provincial RPJMD are expected to be broken down into programs and activities. Meanwhile, on May 19 2021, the East Kalimantan PUPR Service and related Technical Service Stakeholders have carried out discussions on equalizing the AMPL Working Group's Baseline Data which resulted in a number of points of note in the form of (1) Basic population data which is used as the basis for calculating the achievements of drinking water, waste water, waste, housing and settlements since Th. 2019 and beyond has been agreed to use Regency/City Disdukcapil data published on the website https://dkp3a.kaltimprov.go.id/e-infoduk. (2) The baseline and target for provincial level waste reduction in 2019 is 14.33%. In 2021 it will be 13.21%, and the target in 2024 will be 26.00%.

Indonesia's National Targets for Providing Drinking Water are sourced from the 2020-2024 RPJMN and SDGs 2030, including: Access to Decent Drinking Water (100%), Access to Safe Drinking Water (15%), and Access to Piping (30%). Meanwhile, the 2024 National Sanitation targets sourced from the 2020-2024 RPJMN include Decent Sanitation (100%), Defecation Practices (0%), Waste Handling Practices (80%), and Waste Reduction Practices (20%). The targets for the Drinking Water and Sanitation Sector for East Kalimantan Province 2024 include (1). Reduction of Open Defecation (BABS) 0%, (2). Achievement of 90% Decent Sanitation, (3). Safe Sanitation Achievement 13%, (4). Drinking Water Pipeline Network 71.13%, (5). Drinking Water Not Piped Network 28.87%, (6). Waste Handling 74%, (7). Waste Reduction 26%.
