East Kalimantan Proposal Rp.14.10 T to the 2017 State Budget
Jakarta, 10/3/2016. The East Kalimantan Provincial Government proposes the priority program for the development of East Kalimantan through the Cooperation Forum
Proposed Priority Priority Program in East Kalimantan Province in 2017 through the 2017 State Budget (APBN) financing was delivered by Plt. Head of East Kalimantan Province Bappeda, Ir.H. Nazrin, M.Sc at the Pre -Musrenbang Regional Kalimantan event through the collaboration of the revitalization and acceleration of the Kalimantan Regional Development (FKRP2RK) in the Grand Sahid Hotel Meeting Room Jakarta, Thursday 10/3/2016 and also delivered by all Heads of Bappeda Province in Kalimantan.
Implementation of the Kalimantan Regional Pre-Musrenbang through the Kalimantan Regional Revitalization and Acceleration Cooperation Forum (FKRP2RK) followed by participants of less than five hundred people from the SKPD of the Provincial Government in Kalimantan.
Intensive Discussion on the Pre-Musrenbang Regional Kalimantan Agenda through the Kalimantan Regional Revitalization and Acceleration Cooperation Forum (FKRP2RK), involving all stakeholders agreeing on priority programs/activities in order to accelerate the development of the island of Kalimantan including:
Focus on connectivity
1. The construction/improvement of the Kalimantan cross roads and bridges includes: a). Resolving the widening of the South Kalimantan Cross Road Poros; b). Acceleration of National Strategic Road Development/Porosting; c). Bridge construction; d). Toll road construction; e). Improvement of road structure; f). Road Planning Studies; g). Bridge planning study.
2. Paddy printing includes: a). Rice field printing; b). Expansion of rice fields; c). Development of Horticultural Agricultural Areas; d). SURVEY INVESTIGATION DESIGN (SID). 3. Increased production/agricultural productivity includes: a). Management of cereal crop production, various beans and tubers; b). Increased production, productivity and quality of horticultural products and plantation crops (cocoa, coffee, pepper); c). Development of refreshing spices (cocoa/coffee); d). The development of oil palm plants; e). Land optimization (fertilizer, seedlings, alsintan); f). Livestock Seed Assistance; g). Integration of palm oil and post -mining cattle; h). Improvement of agricultural facilities and infrastructure in supporting food production; i). Prevention and control of livestock disease; j). Expansion of People's Gardens.
4. The development of the agricultural industry includes: a). Food Product Processing Aid; b). Horticultural processing assistance; c). Assistance of livestock processing equipment.
5. Land supply includes: a). SID Rice Field Print; b). Expansion of garden land; c). Expansion of HMT; d). Production roads and farm roads; e). Land optimization (Ematang improvement, sub-testic channels, and production facilities); f). Integrated Plant Management Movement (GP-PTT); g). Development of Organic Agricultural Areas; h). Development of Integrated Agricultural Areas; i). Prosperous People's Agriculture Center (PPRS). 6. Institutional agricultural institutions include: a). Increased diversification and food security of the community; b). Development of Extension Human Resources; c). Institutional capacity building extension agency; d). Growth and empowerment of self -help extension workers; e). Development of agricultural human resources, farmers' institutions.
7. Stabilization of price and food supply include: a). Development of distribution systems and food price stability; b). Development of Availability and Handling of Food Prone to
Focus on Energy Sovereignty
1. Addition of BBM Quota 2. Provision of subsidized fuel for farmers in border and fishermen (Solar Fishermen Dealer Package /SPDN) 3. Development of power plants and networks (interconnection throughout Kalimantan)
4. Development and utilization of new and renewable energy
Focus Maritime and Border Areas
1. Maritime including: a). Management of marine and coastal resources; b). Community Empowerment in Supervision & Control of Marine Resources; c). Development of capture fisheries and aquaculture; d). Development of National Science & Techno Park Maritime; e). Development of infrastructure and sea and ASDP transportation facilities; f). Maritime innovation; g). Empowerment of coastal communities, sea and small islands.
2. Border Areas focus on accelerating development through the development and acceleration of the development of border areas (housing and settlement development, infrastructure of residential areas, improvement and construction of airports, telecommunications, road construction, bridges and docks, construction of air transportation and land transportation facilities, energy development, tourism areas, livestock areas and plantation areas on the border)
Focus of Industry and Tourism
1. Industries include: a). Special Economic Zone Development; b). Development of industrial estates and sectoral downstream programs; c). Downstreaming of primary products; d). Development of GRDP and the development of Regional Logistics Distribution Facilities PDR; e). Development of Local Economy Development in Inland and Border. 2. Tourism including: a). Infrastructure development and development/provision of tourist destination facilities; b). Study of developing potential and provision of tourism human resources; c). Development of tourism destination areas; d). Tourist attraction development and marketing; e). Development of Creative Culture of Border Community.
Focus of Natural Resources and the Environment
1. Forestry includes: a). Sustainable production forest management and forestry business; b). Control of watersheds and protected forests; c). Conservation of natural resources and ecosystems; d). Planology and environmental order; e). Social forestry and environmental partnership; f). Enforcement of environmental and forestry laws; g). Control of climate change; h). Increased counseling and development of human resources; i). Mangrove forest restoration; j). Rhl; k). Security of forest and land fires; l). Operationalization of KPHP and UPTD. 2. The environment includes: a). Air Quality Monitoring (Air Monitoring Equipment); b). River water quality monitoring (river quality monitoring/sampling equipment); c). Preparation of Environmental RTP (Plan for Protection & Management of Peat Ecosystems); d). Preparation of the regional regulation on preventing the recovery & recovery of forest and land fires; e). Physical development of the environmental laboratory building; f). Peat area development; g). Climate change development; h). Kalimantan Elephant Conservation and Conservation of the Bull of the Kalimantan Highlands; i). Development of a Hob Study Center; j). Development of the Teknopark Area; k). Construction of reservoirs; l). Application of policies the principles of environmentally friendly plantations; m). Calculation of carrying capacity and capacity; n). others focus on discussing the results of this agreement will be forwarded to the central government to be material in the 2017 budgeting discussion by the central government. It is expected that the role of Bappenas and the Ministry of Home Affairs to facilitate discussion at the central level with related ministries in an effort to support the implementation of priority and strategic programs that are part of the overall proposal of development programs in the Kalimantan region, as the attached matrix which is an inseparable part of this agreement.
