The study was conducted on 1,683 respondents in 32 provinces and in-depth interviews of 78 respondents in 7 provinces. Persons with disabilities (PD) are still facing vulnerability and obstacles in low education conditions, obstacles to the work market, high poverty, low income, high living costs, and people with disabilities are far more vulnerability. The database related to persons with disabilities is still not optimal and needs to be sorted mainly on DTKS. Some of the impact of Covid 19 to the majority PD experienced a drastic and serious decline in income, the reach of health services to PD to be reduced, the education gap is getting greater, the gap in labor access is increasing, but positively the access to social protection is increasingly broad and increasing. Some recommendations that are emphasized are increasing social protection, access to health services, educational services, and labor access.
