Workshop on Evaluation of Financial Management and Development and Signing of the Joint Commitment of the Village Monitoring Collaboration Forum at Regional Level for East Kalimantan Province in 2023

Samarinda, (24/10/2023) Representatives of the Bappeda of East Kalimantan Province through the field of Government and Human Development attended the Financial and Development Management Evaluation Workshop and Signing of the Joint Commitment of the 2023 Regional Level Village Monitoring Collaboration Forum for East Kalimantan Province with the theme "Accountable Village Financial Management in the Context of Increasing Productivity for Sustainable Village Economic Transformation". The activity was carried out in the Odah Otam Meeting Room, East Kalimantan Governor's Office.

The workshop was held in a hybrid manner and was opened by Mrs. Sri Wahyuni ​​as Regional Secretary of East Kalimantan Province. This workshop event presented resource persons from the Inspectorate General of the Ministry of Home Affairs (Itjen Dagri), Wiratmoko, Ak. CA, M.A, QIA, CFrA, Head of Regional Office of DJPb East Kalimantan Province, M. Syaibani, S.E., M.E, District Inspectorate. East Kutai, R.B. Belly DJ. This workshop was held in order to increase collaborative synergy in fostering empowered supervision in villages, wise financial management and the use of IT for data-based village policies.

In reality, the financial management system in villages still has weaknesses in the process of recording, storing, paying and accounting for cash disbursements. So reporting on the realization of the Village Expenditure Budget (APBKam) is not supported by complete and legal proof of expenditure. Therefore, this needs to be improved by forming a professional, efficient, effective, transparent and responsible village government, increasing socio-cultural resilience by utilizing the village economy and strengthening the community and regional officials as subjects and facilitators in village development. In this way, it is hoped that it can overcome development gaps to increase national resilience.

Meanwhile, from village monitoring activities by BPKP representatives in East Kalimantan in 2023 it can be concluded that there are problems that often occur in villages in two sectors. Namely in terms of financial management, including the realization of income and expenditure which is still low, accountability for village expenditure is low, there are still activities that are not on target, inefficiency of the village RAB which does not achieve output, differences in tax collections and remittances and lack of accountability for compliance with real conditions. Then, in the village planning sector, there is a lack of alignment between village and regional and national development plans, the RKPDes and APBDes do not yet refer to the RPJMDes, the SDGs roadmap has not been prepared. to the lack of community participation so that community needs are met.

To minimize this, the Head of Representative of the East Kalimantan Province Financial and Development Supervisory Agency (BPKP) called for the management of supervision of village funds with two systems developed by BPKP, namely, the Village Financial System (Siskeudes) and the Village Supervision System (Siswaskeudes). Several benefits from these two systems can make it easier for village governments to manage village finances, provide accurate data and fast processes.

From this workshop, it is hoped that village finances can be managed transparently, effectively and efficiently.
