This means that the implementation of the East Kalimantan Province Medium -Term Development Plan (RPJMD) in 2009-2013 will end at the end of 2013. This condition gives us a message to prepare for compiling the RPJMD for the 5 (five) years, namely in 2013 - 2018, which is also the implementation of the Regional Long -Term Development Plan (RPJPD) of East Kalimantan Province (3) three.

Therefore I welcome the activities of the orientation of the preparation of the SKPD RPJMD and Renstra so that it is expected that the entire drafting team can understand the laws and regulations relating to the preparation of the document so that it can be implemented in accordance with the stages and procedures for the preparation regulated in the legislation and The quality of documents can be maintained, among others:
1. The RPJMD must be prepared with regard to the interests of all of us to get clear guidelines and direction in running the development of development for five years at the regional level and is expected to contribute or contribute to national development. This is at the same time carrying out the mandate of regulations including Law Number 25 of 2004 and Government Regulation Number 8 of 2008; 2. Thus the preparation of the 2013-2018 RPJMD becomes very important and strategic in an effort to realize the vision of East Kalimantan in 2025, namely "the realization of a just and prosperous society in sustainable development"; 3. In the 3rd phase of the RPJPD (ie 2013-2018) it is mandated that economic dependence on renewable natural resources is growing, and the economic structure is more stable. The basic infrastructure and facilities of development have reached the interior, the government runs more efficiently, effectively and transparently. This is in an effort to make East Kalimantan in 2025 the economy is dominated by industries based on renewable natural resources; 4. Can translate the mandate into the development program in the RPJMD and SKPD Renstra documents in 2013-2018. In accordance with the planned implementation of the 2013-2018 Governor and Deputy Governor Election in September 2013, it is hoped that the preparation of the initial draft of the RPJMD and SKPD Strategic Plan can be completed in December 2013 and after the elected Governor and Deputy Governor for the 2013-2018 period, the RPJMD Regional Regulation was set in the month June 2014 and the SKPD Strategic Plan was determined by the Governor's Decree in July 2014

Some things that need attention include: 1. Perform every effective, intensive and efficient stage related to consultation, coordination and negotiation so that the preparation of documents can be timely and quality;
2. Vision and Mission of the SKPD Strategic Plan to refer to the Vision and Mission of the RPJMD which is the vision and mission of the elected Governor and Deputy Governor; 3. The SKPD RPJMD and Strategic Plan are important documents so that the quality of the document must be maintained considering that the document is a coordination tool for all stakeholders, guiding direction, minimizing uncertainty and as a tool to assess regional development performance. In addition, the document also answers 3 basic questions, namely: a. Where is the area of ​​its development and what will be achieved in the next 5 years; b. How to achieve it? and c. What strategic steps need to be taken so that the goal is achieved?
4. The quality of the RPJMD is also the basis for evaluating the accountability of local government performance, where 4 years in a row from 2009 - 2012 East Kalimantan ranked first, therefore the preparation of this RPJMD became a momentum to improve government performance accountability to be maintained;
5. In establishing SKPD's indicators and performance targets, it does not need too much, just adjusted to the issue and problem in the next 5 years and in accordance with the SKPD TUPOKSI; 6. Vision and Mission of the SKPD Strategic Plan must be in harmony with the vision and mission of the regional head listed in the RPJMD. This is a very important thing considering the achievement of the vision and mission of the regional head is very dependent on the achievements of the implementation of programs/activities in the SKPD. From the evaluation of the 2009-2013 SKPD Strategic Plan, there is still a vision/mission of the SKPD Strategic Plan that is not in harmony with the RPJMD vision/mission; 7. In the preparation of programs/ activities must be completely planned considering the budgeting of the program/ activity cannot be allocated if it is not in accordance with the planning document. From the evaluation results there are still programs/activities carried out by the SKPD not in accordance with the Renstra or Renja documents so that the accountability is doubtful.

Regional Secretary of East Kalimantan Province, Dr.H. Irianto Lambrie delivered a message to all SKPDs in the scope of the East Kalimantan Provincial Government, including: 1. The Head of SKPD was asked to immediately determine the drafting team of the SKPD Strategic Plan and the team could focus on compiling the document; 2. Review the evaluation of the results of achievements until 2012 and estimate the achievements of 2013; 3. Mapping of problems and potential both based on development sector and area/ location (district/ city); 4. Formulate the direction of policy and targets with clear and measurable targets, related to time, location, volume, budget, implementer and so on.

The ideal condition mandates that the RPJMD is prepared by paying attention to the vision and mission of the elected regional head.
