East Kalimantan Development Control
Balikpapan, 12/6/13. In accordance with the Law of the Republic of Indonesia Number 25 of 2004 concerning the National Development Planning System; Article 28:
Control of the implementation of the development plan is carried out by each regional work unit; Article 29: Head of Bappeda gather and analyze the results of monitoring the implementation of the development plan of each Regional Work Unit leader in accordance with their duties and authorities.
Likewise in accordance with the Law of the Republic of Indonesia Number 32 of 2004 concerning Regional Government; Article 38: The Governor as a representative of the government has the duties and authority: a. Guidance and supervision of the administration of district/city regional government; b. Coordination of the implementation of government affairs in provincial and district/city areas; c. Coordination of guidance and supervision of the implementation of assistance tasks in provincial and district/city areas.
While based on Government Regulation Number 39 of 2006 concerning Procedures for Controlling and Evaluating the Implementation of Development Plans Article 2 Paragraph (1): SKPD Leaders carry out controlling the implementation of development plans in accordance with their respective duties & authorities; Paragraph (2): Control of Program & Activities Implementation is a task & function inherent in each SKPD.
Whereas based on the task of the governor as a representative of the central government in the province Article 3 PP 19/2010 Jo PP 23/2011, including: 1). Coordination of the administration of between provincial governments with vertical & inter -agencies vertical agencies in the provincial region; 2). Coordination of the administration of inter -provincial governments and regencies/cities & between regency/city governments in the provincial region; 3). Coordination in the preparation, implementation, and control and evaluation in the framework of the synchronization of the RPJPD, RPJMD & RKPD Regency/City to refer to the RPJP (D), RPJM (D), RKP (D) Province and Central.
To ensure there are no slow/stalled development activities. Construction monitoring is needed to the sub -district level/ even the village level.
This was revealed by the Acting Regional Secretary of East Kalimantan Province as well as the Head of Bappeda of East Kalimantan Province, Dr.Ir.H. Rusmadi, MS at the time of delivering a presentation on the meeting of the Pokja Cluster Working Group with the Sub -District Head in East Kalimantan all SKPD in the scope of the East Kalimantan Provincial Government in the Meeting Room of the Menara Bahtera Hotel, Jl. General Sudirman Balikpapan City, attended by participants including Sub -District Heads throughout East Kalimantan and North Kalimantan as well as all SKPDs in the scope of the Provincial Government of East Kalimantan totaling approximately four hundred people.
In accordance with the control task, the Governor of East Kalimantan issued Decree Number 050/K.722/2011, November 15, 2011 concerning the Structure of the 2013 East Kalimantan Control Cluster with the person in charge of the Governor of East Kalimantan; Chairman of the Deputy Governor of East Kalimantan; Deputy Chairman of the Regional Secretary of East Kalimantan Province and Implementing Head of East Kalimantan Bappeda.
While Prof. Sectoral Development Task Force. Dr.H. Daddy Ruchiyat with the division of tasks, among others, in the field of agricultural revitalization; Economic competitiveness & infrastructure; Pro -people & borders; Environment and bureaucratic reform.
While the Secretariat of the Development of Region by Ir.H. Budi Pranowo with the task of all regencies/cities in East Kalimantan and in North Kalimantan.
The duties of the control group include: 1). Coordination of acceleration of development implementation and identifying bottle necks and recommendations for solutions; 2). Monitor, control and evaluate the implementation of development and carry out periodic reports of quarterly, semester and annual.
Pokja tasks include: 1). Coordinate the acceleration of the implementation of regional development and identifying bottle necks and recommendations for solutions; 2). Monitor, control and evaluate the implementation of regional development and carry out periodic reports of quarterly, semester and annual.
The tasks of the sub -district coordinator include: 1). Information on the development of the 2013 East Kalimantan vision; 2). Monitor development programs/activities both using APBN/APBD Prov. and Regency/City APBD; 3). Identify obstacles and provide solutions to these development barriers; 4). Enchanting the aspirations of the community towards the development of East Kalimantan. (Public Relations Bappeda Kaltim/Sukandar, S. Sos).
