Data & information for development

Balikpapan, Monday 9/6/14. East Kalimantan Governor DR.H.Awang Faroek Ishak was represented by the Head of the East Kalimantan Provincial Central Statistics Agency, 1a._ka_BPS_Kaltim_merepresenting_Gub_Kaltim_menyampaikan_sambutan_sempatgus_membuka_acr_bpp_2014_06_09Aden Gultom delivered a speech and opened the 2014 Synchronization and Consolidation of Development Data event for East Kalimantan and North Kalimantan at the Ball Room of the Pasifik Hotel, Jalan Jenderal Achmad Yani The City of Balikpapan was attended by the Deputy Mayor of Balikpapan, BPS of the Republic of Indonesia, SKPD of East Kalimantan Province and SKPD of Regencies/Cities throughout East Kalimantan and North Kalimantan totaling approximately 75 people.

The 2014 East Kalimantan Development Data Synchronization and Consolidation Event with the theme "Building 'One Data One Map' to Realize Economic Competitiveness Based on Natural Resources and Environmentally Friendly Energy", started with a welcome dance presented by the Department of Youth , Sports, Culture and Tourism of the City of Balikpapan, then continued with the reading of prayers followed by singing the song Indonesia Raya, then the presentation of the chairman of the committee's report was delivered by the Head of the City Bappeda Balikpapan, Drs. that the 2014 East Kalimantan Development Data Synchronization and Consolidation Data Meeting is an important and strategic agenda held simultaneously in the process of synchronizing and updating data statistics.

With this meeting, it is hoped that we will be able to produce recommendations for improvements and improvements in the arrangement of regional statistical data, both basic statistics and sectoral statistics in the Provincial and Regency/City governments for the just and sustainable development of East Kalimantan, as well as improving the quality of life and welfare of the people. Said the Governor of East Kalimantan.

2014, as the beginning of my leadership in the second term as Governor of East Kalimantan, was declared the Performance Era, where measurable performance must be the main reference for future government administration, from the planning, implementation, evaluation to reporting stages. For this reason, in 2015 and beyond, we must improve the achievement of government performance both at the provincial and district/city levels as a cumulative achievement of SKPD performance.

In order to achieve good development performance, the support and active participation of all the people of East Kalimantan, especially the SKPDs of Provinces and Districts and Cities throughout East Kalimantan, is therefore necessary, therefore the determination and promulgation of the "ERA OF PERFORMANCE", contains the meaning of the main reference for the administration of our government in the future which is must be measurable and integrated in managing development problems. Integration means the need for intense coordination across sectors, coordination between levels of government; including provincial SKPDs and district/city SKPDs according to the problems in government affairs they handle. Measurability to determine the effectiveness of the bureaucracy in handling various problems as well as being accountable to society.3._kabid_stadal_dan_naraSource_20140609_201519

For this reason, the Provincial and District/City Governments must always have a database (data base) that is reliable, valid, constantly updated with a fast information system, so that the implementation of development related to technical institutions can be measured directly and achievement targets known. This is in line with one of the stages in preparing these documents in the form of data and information in accordance with Permendagri 54/2010, and is mandated by Law No. 16/1997 concerning statistics where Sectoral Statistics are prepared by the regional government through SKPD (sectors) while Basic Statistics are provided by BPS. The availability of valid data is one of the main variables that determines the success of development, both at the planning, process and development evaluation stages. This is because accurate data plays a very important role at the planning stage so that it is able to identify the needs and problems faced by the community. Meanwhile, at the processing stage, data is useful as input for development. Meanwhile, at the evaluation stage, data is able to act as an indicator of development achievements that have been implemented.

As implementers of development, Regional Governments should collect and inventory all data and information needed for development. Each Regional Work Unit (SKPD) must have an updated database.

Current developments are characterized by the increasing importance of information and data processing in various aspects. At the same time, public demands for improving government performance are becoming increasingly high. Good data and information management is ultimately a must for government. We need to know that the lack of data in quantity or quality will not produce in-depth analysis of a problem and will not be strong enough to be used as material for decision making or planning. Understanding the required data and the sources of obtaining this data must be identified as something that is very important.

President Susilo Bambang Yudhoyono said that East Kalimantan is no longer a sleeping giant, but is instead running fast. To maintain speed, we need the right development program supported by fast performance. Therefore, we need accurate data support to be right on target. Awareness of the high demand for data from time to time should be an alarm for all of us to speed up data provision. Regarding collection, considering the rapid development of technology today, it makes it very easy for us to coordinate with each other. Don't let the sectoral data needed for the preparation and implementation of development programs that are right on target and able to reach remote areas be difficult to obtain, both from the central and regional government levels.

4._pesertaIf the data is available, the next task is updating the data as a form of accurate information. Now the era is fast and precise. If the data obtained is no longer updated and accurate, then the work program prepared and implemented by the government will be hampered and lead to failure. Of course we don't want that to happen in East Kalimantan Province. This is our shared responsibility, don't let development in East Kalimantan be slow just because of the slow flow of data information. For this reason, we are obliged to continue to build communication and coordination regarding updating this data.

To support the implementation of integrated and measurable development in achieving good government performance, it is necessary to support data and maps that are valid and always updated. Therefore, the East Kalimantan Provincial Government, in collaboration with the Geospatial Information Agency, has developed the One Data One Map Program, it is hoped that by January 1 2015 there will be a reliable system in data management available and will become a reference for implementing development in both the Province and City Districts, including in carry out evaluation of development results.

The goal we want to achieve from the one data one map system is to have one development database that is accurate, centralized and integrated, so that appropriate, actual, quality and accountable development policy analysis is produced for the Province, Regency/City and stakeholders. interests.
With the construction of the one data one map system, it is hoped that it will produce measurable and comprehensive development planning, which in the end will make it easier for us to carry out reliable development control, monitoring, evaluation and reporting, in addition to making it easier to exchange data between SKPDs and also beneficial to the public

Distinguished guests,
East Kalimantan Province is faced with various challenges including:
1. In accordance with population projections by BPS RI, the population of Prov. In 2015, East Kalimantan numbered 4.07 million people and in 2020 it numbered 4.56 million. From the population in 2010 the census results were 3.58 million people, apart from that the life expectancy reached 74.7 years, on the other hand the population is more concentrated in urban areas at 68.9%, this requires the Provincial Government to:
a . Providing education, health and skills development services.5._panitia
b. Population and Family Planning.
c. Economic policies that support labor and market flexibility.
2. Increasing food supply is in line with increasing demand because the population increases,
3. There is still a high development gap between regencies/cities where the highest contributor to GRDP is only in urban areas.
4. Energy provision in the context of growing modern economic activity. Without energy, economic activity will be paralyzed and will eventually die.
5. Fulfillment of infrastructure for connectivity between production centers, industry and outlets.
6. In the next five years there is a tendency for regional income from the balancing fund to decrease. This is caused by the decline in oil and gas production.

Seeing the various existing challenges, the "One Data One Map" that will be built will contain various information that will be presented and mapped, including:
- Potential and population distribution;
- Distribution of agricultural land, plantations , mining and other natural resources;
- Transportation networks;
- Development of growth and development centers;
- Reliable infrastructure;
- 8 Main areas of economic development.

At the end of his speech, the Governor of East Kalimantan hoped that by mapping this various information, it would produce in-depth analysis to solve all development problems and challenges in East Kalimantan as material for decision making or future planning as an effort to realize economic competitiveness based on natural resources. and Environmentally Friendly Energy.
