Sharpening the East Kalimantan Priority Program

led the Meeting to Sharpen the Priority Program of East Kalimantan Province in accordance with the 2013-2018 East Kalimantan Province RPJMD in the Propeda meeting room on the second floor of Bappeda, East Kalimantan Province, Jl. Kesuma Bangsa No. 2 Samarinda was attended by 37 participants (according to attendance) consisting of all Heads of Division, Heads of Subdivisions and Heads of Subdivisions as well as staff related to each field as well as the Secretariat of Bappeda of East Kalimantan Province.
CONCLUSION
I. Discussion of East Kalimantan Province Priority Programs
Based on the results of the meeting participants' discussions, several important points emerged that could be followed up, including:
1. Priority programs that can have an important impact and influence the interests of the people of East Kalimantan;
2. Pay attention to the promises made by the Governor of East Kalimantan when visiting the regions;
3. The East Kalimantan priority program matrix format is uniform in accordance with the meeting agreement in the form of A3 size paper and each SKPD reports in matrix form only one (1) sheet is sufficient;
4. Pay attention to SKPD reports on how much ceiling there is and how much budget is used to achieve the main indicators of each SKPD;
5. Only SKPD main performance indicators are included in the East Kalimantan priority program matrix;
6. The data used in the matrix uses documents in accordance with the East Kalimantan RPJMD which has been in PERDA Number 7, dated 17 June 2014 so that it does not change the data entry in the SIPPD, however, if there is an order from the Governor of East Kalimantan to reposition the data in the SIPPD then we will also change it;
7. Document repositioning may be carried out as long as it does not change the final target of the 2013-2018 East Kalimantan RPJMD, but if it cannot be fulfilled then the document will be changed;
8. The political promises of the Governor of East Kalimantan have been stated in Chapter 7 of the 2013-2018 RPJMD of East Kalimantan Province, there are 118 priority programs and not all SKPDs have priority programs;
II. Verification of SKPD Strategic Plan for 2013 – 2018
1. Verification of the SKPD Strategic Plan in accordance with the 2013-2018 RPJMD of East Kalimantan Province by the person in charge of echelon III officials for each SKPD and as verifier for each Head of the Planning Division of the East Kalimantan Bappeda and has been initialed by echelon IV officials and the minutes will be signed by the verification team after all the check lists are in accordance;
2. The purpose of verifying the 2013 - 2018 SKPD Strategic Plan is to ensure that the SKPD Strategic Plan Targets and Programs are in line with the 2013-2014 East Kalimantan Province RPJMD;
III. The 2013 – 2018 SKPD Strategic Plan Verification Mechanism includes:
1. The Governor conveyed Regional Regulation (Perda) No.7 of 2014 dated 17 June 2014 concerning the 2013-2014 East Kalimantan Province RPJMD and Strategic Environmental Study (KLHS) to the SKPD through a circular to the head of the SKPD.
2. The Head of Bappeda coordinates the verification of the SKPD Strategic Plan which is coordinated by the Head of the P3D Division which is carried out by each head of the planning division.
3. SKPD submits the refined SKPD Strategic Plan which is guided by the RPJMD Regional Regulation and Strategic Environmental Assessment (KLHS), to the Head of the Planning Division as verifier.
4. The P3D sector facilitates the implementation of SKPD Strategic Plan verification.
5. SKPD is present at Bappeda bringing the SKPD Strategic Plan (according to schedule) which has been signed by the Head of SKPD and submitted officially via letter to the Head of Bappeda for verification.
6. Planning departments verify the SKPD strategic plan.
7. In verifying the SKPD Strategic Plan, refer to the check list.
8. The check list (at point 7) is signed by the echelon III SKPD official and the Head of the Planning Division of the East Kalimantan Province Bappeda concerned.
9. Based on the check list, SKPD revises the SKPD Strategic Plan document (No later than 7 days after verification).
10. The SKPD Strategic Plan which has been revised by the SKPD, is submitted to the planning department in 3 (three) copies of the document and if the revisions are in accordance with the check list, the Head of the Planning Subdivision initials and the Head of the planning division signs the minutes stating that he has verified that the targets, programs and activities of the SKPD are in sync with the RPJMD.
11. The planning and SKPD divisions initial each SKPD Strategic Plan document sheet in 3 strategic planning documents. 3 (three) SKPD Strategic Plan documents that have been verified and initialed are submitted, 1 (one) document each for the planning sector, P3D and SKPD sectors. Next, the Head of the Planning Division submits an official note to the Head of the P3D Division regarding the submission of the SKPD Strategic Plan as a result of the verification.
12. Based on the SKPD Strategic Plan which has been verified, the planning divisions accompanied by SKPD input SKPD Strategic Plan activities into SIPPD (Regional Development Planning Information System).
13. The planning sector verifies the SKPD Strategic Plan input.
14. The SKPD Renstra Program at SIPPD became a program for Chapter VIII of the 2013-2018 East Kalimantan Province RPJMD and became a guideline in preparing the SKPD Renja, RKPD and R-APBD for a period of 5 years (2014-2018).
15. The SKPD Strategic Plan document was ratified by the Governor of East Kalimantan and determined by the Head of SKPD.
IV. Preparation and Verification of the Final Draft SKPD Strategic Plan for East Kalimantan Province for 2013-2018, including:
1. The Head of SKPD prepared the final draft of the SKPD Strategic Plan for the 2013-2018 period guided by Regional Regulation No. 7 of 2014 dated 17 June 2014 concerning the 2013-2018 East Kalimantan Province RPJMD and Strategic Environmental Study (KLHS). This document can be downloaded on the East Kalimantan Province Bappeda website (http://www.bappedakaltim.com).
2. The Final Draft SKPD Strategic Plan as referred to in point (1) is verified by Bappeda of East Kalimantan Province. Schedule, mechanism, materials (check list) and minutes of SKPD Strategic Plan verification are attached.
3. Verification as intended in point (2), to ensure the suitability of the SKPD's vision, mission, objectives, strategies, policies, programs, activities and funding in line with the RPJMD.
4. Bappeda of East Kalimantan Province collects all final drafts of the SKPD Strategic Plan that have been verified to be submitted to the Governor of East Kalimantan to obtain approval with the Decree of the Governor of East Kalimantan. Ratification no later than 1 (one) month after the Regional Regulation on RPJMD is enacted (no later than July 17 2014).
5. Based on the decision of the Governor of East Kalimantan regarding Ratification of the SKPD Strategic Plan, the Head of SKPD determines the SKPD Strategic Plan. Determination of the SKPD Strategic Plan no later than 7 (seven) days after the SKPD Strategic Plan is ratified by the Governor of East Kalimantan (no later than July 24 2014). The SKPD Strategic Plan which has been ratified by the Governor of East Kalimantan and stipulated by the SKPD head serves as a guideline in preparing the SKPD Renja, RKPD and R-APBD every year.
6. With regard to the matters above, the head of the SKPD should submit to the head of Bappeda as follows:
a) Letter of submission of the Final Draft SKPD Strategic Plan which is signed by the head of the SKPD.
b) Draft SKPD Strategic Plan which has been signed by the head of the SKPD.
c) Assign echelon III officials and heads of subdivisions to prepare a program to verify the final draft of the SKPD Strategic Plan according to the schedule. (Public Relations of the East Kalimantan Provincial Bappeda, Sukandar, S.Sos).
