East Kalimantan Poverty Alleviation Coordination Meeting

Major General Sutoyo No. 69 Balikpapan was attended by participants from SKPD within the East Kalimantan Provincial Government and Regency/City Bappeda throughout East Kalimantan totaling approximately 100 people.

In implementing the Coordination Meeting on poverty reduction in East Kalimantan Province in the context of accelerating poverty reduction, the Government has issued Presidential Regulation Number 15 of 2010 concerning the Acceleration of Poverty Reduction. Meanwhile, at the regional level, Provincial and Regency/City Poverty Alleviation Coordination Teams have been formed based on Minister of Home Affairs Regulation (Permendagri) Number 42 of 2010 concerning Provincial and Regency/City Poverty Alleviation Coordination Teams (TKPKD). TKPKD is tasked with coordinating poverty reduction in their respective regions and controlling the implementation of policies and monitoring poverty reduction programs in accordance with the Decision of the National Team for the Acceleration of Poverty Reduction (TNP2K).

In order to provide information regarding progress in achieving poverty reduction programs and strengthening the provincial and district/city TKPK institutions, the East Kalimantan Provincial Government through the East Kalimantan Province TKPK held a Socialization, Coordination, Monitoring and Evaluation Meeting for the Acceleration of Poverty Reduction throughout East Kalimantan from Wednesday – Thursday, 1 – 2 October 2014 in Balikpapan.

Hariyo Santoso told the participants from the Provincial SKPD to be able to submit the 2014 poverty reduction program/activities (matric) while for Regency/City TKPK to bring the 2013 LP2KD (regional poverty reduction implementation report) and the Decree on the Establishment of Regency/City TKPK.

Meanwhile, the resource person from the Ministry of National Development Planning/Bappenas Maliki, ST., M.Sc., P.Hd delivered a presentation with the title Poverty Reduction Policy Direction with important points including conveying the issue of inequality and vulnerability, namely that more and more people have middle incomes, but are vulnerable to economic shocks which can very easily bring them below the poverty line. Up to the 40th percentile is considered still vulnerable.

1. The achievements of the East Kalimantan Province Poverty Alleviation Program in the 5 year period, namely 2009 - 2013, experienced improvement, in terms of percentage in 2008 the poor population was recorded at 9.51% (286,440 people) and in 2009 it decreased to 7.73% (239,220 people), meanwhile in 2010, 2011, 2012 and 2013 in terms of absolute numbers shows an increase, namely 243,000 people, 253,300 people, 253,300 people, 237,960 although The percentage decreases every year, namely 7.66%, 6.77%, 6.68% and 6.06%;

Based on the conditions above, it will be used as evaluation material for the East Kalimantan Provincial Government to improve the performance of the poverty reduction program in the 2014 - 2018 period in order to achieve the target of reducing the poverty rate from 6.06% in 2013 to 5.00% in 2018;

Apart from that, the description of the poverty profile in East Kalimantan Province as conveyed by the resource person from the National Team for the Acceleration of Poverty Reduction (TNP2K) both in terms of consumption and other dimensions can be used as constructive input for improving the performance of the Provincial Poverty Reduction Coordination Team (TKPK). East Kalimantan in the next period;

4. To achieve the poverty rate target of 5% by 2018, the serious and active role of all stakeholders, both across sectors (all Provincial SKPDs and related vertical agencies) and across regions (Regency/City) needs to be further intensified;

5. In order to reduce the level of poverty, the Regional Government needs to be guided by 3 (three) main issues of poverty reduction policy as stated by the resource persons from the National Team for the Acceleration of Poverty Reduction (TNP2K), namely from the aspects:
a. Poverty, if the lower the level of poverty in an area, the more difficult it is to reduce it, therefore appropriate and specific strategies are needed.
b. Vulnerability, the increasing population with consumption levels around the poverty line (GK) will cause them to fall into poverty if economic shocks occur, so it is necessary to promote programs to meet the food needs of the poor.
c. Inequality, in order to reduce the gap in people's income, different policies are needed according to their income level.

6. The 2014 Quick Wins activities proposed by East Kalimantan have been accommodated by Bappenas with locations in Muara Ancalong District (East Kutai Regency), Manor Bulatn District (West Kutai Regency) and Anggana District (Kutai Kartanegara Regency);

7. To realize the Vision and Mission of the 2013 - 2018 RPJMD, especially in reducing the poverty rate to 5.00% in 2018, "Institutional Revitalization and the Role of TKPK in East Kalimantan Province" needs to be carried out with the hope that "the stronger the TKPK institution, the more effective it will be in overcoming poverty in the region".

8. Furthermore, as an effort to revitalize the Provincial TKPK. East Kalimantan in the 2014 – 2018 period, all TKPK members together need to focus on the following things:
a. Encourage and ensure that the Provincial poverty reduction strategy. East Kalimantan in 2014 – 2018 is in line with the RPJMN 2015 – 2019;
b. Maintain and ensure that the poverty alleviation program which has been contained in the RPJMD of East Kalimantan Province for 2013 – 2018 remains consistently explained and referred to in the SKPD and RKPD Strategic Plans as well as the SKPD Renja in a comprehensive manner (per cluster);
c. Encourage and maintain that the planning and budgeting process produces a relevant and effective APBD for poverty reduction;
d. Carry out control and monitoring of the implementation of poverty reduction programs in Provinces and Districts/Cities;
e. Prepare and submit a Regional Poverty Reduction Implementation Report (LP2KD) in a complete and timely manner which will serve as input for TNP2K;
f. Coordinating the preparation of the Regional Poverty Reduction Strategy (SPKD) as a reference for the RPJMD in the field of poverty reduction.
