Industrial Relocation from Java to Kalimantan

Kalimantan (FKRP2RK) held a meeting on Monday, 12/15/14 in the Multipurpose Meeting Room of the Tarakan Regional General Hospital (RSUD) which was directly by Plt. Dr.Ir.H. Rusmadi.ms with Assistant I Moderator Drs. Aji Sayid Faturrahman, M.Sc and attended by the Head of the Province of Bappeda in Kalimantan along with other officials and related staff numbered approximately 150 people.

The embrace of the results of the meeting was three points delivered by the Acting. Regional Secretary of the Province of East Kalimantan and at the same time as the Head of Bappeda of East Kalimantan Province, Dr.Ir.H. Rusmadi.ms include: 1). The issue of injustice from the central government towards local governments in terms of management of natural resources in Kalimantan on development in the regions; 2). Relocation of Industrial Estates from Java to Kalimantan; 3. Energy and environment. These three important points will be a priority in the proposal of the results of the FKRP2RK meeting on the 2014-2019 RPJMN Regional Kalimantan.

Implementation of the Working Meeting of the Central Kalimantan Regional Revitalization and Acceleration Forum (FKRP2RK) on Monday, December 15, 2014 in Tarakan City as a follow-up to the results of the Kalimantan Regional Musrenbang on March 4, 2014 in Balikpapan, the Coordination Meeting of the Governor of Kalimantan held on November 5, 2014 in Jakarta and November 27, 2014 in Balikpapan.

The results of the FKRP2RK agreement in Tarakan City Antara:
1) does not make the island of Kalimantan as a place to take natural resources without providing great benefits for the people on the island of Kalimantan
2) The government must prioritize the development of industrial estates and downstream with the aim of equitable development and improving the welfare of the community on the island of Kalimantan
3) Industry relocation is needed to the island of Kalimantan to bring the processing industry closer to raw material sources
4) Acceleration of development in the border area of ​​the state 5) Kalimantan Island has the potential of land and the availability of water resources but has not contributed optimally to meet national food needs 6) to support economic and investment growth, infrastructure and energy supply is needed. 7) In the context of equitable national development based on justice to support national economic growth, there is a demand for development patterns that can accommodate development needs fairly and equitablely. by the Indonesian Archipelago Sea (ALKI) 1 and 2 so that it is necessary to accelerate the construction of inter -island connectivity.

From the things mentioned above, agreed to propose priority programs/activities that are expected to be accommodated by the central government in the 2015-2019 RPJMN document. Some priority programs proposed include:

Infrastructure 1) Road and Bridge Infrastructure. Until now the construction of the South, Central and North Kalimantan Poros crossing roads as well as roads with national status has not been completed. Therefore it is necessary to commit the government to complete the Kalimantan crossing road and improve the road class to classes 1 and 2 with capable power above 10 tons. In addition, it is necessary to build strategic roads connecting outlets (airports and ports). (Proposed Priority Program Attached)
2) Civil Aviation. Most airports on the island of Kalimantan experience limited airport capacity so that development and development are needed in accordance with the airport master plan. (Proposed Priority Program Attached)
3) Sea and Maritime Transportation. Most of the sea ports on the island of Kalimantan have not been able to support the development and increase in loading and unloading flows of goods and passengers, so that port development and development are needed in accordance with the port master plan in order to support the maritime axis program. (Proposed Priority Program Attached)
4) Railways. In order to accelerate the transportation of people and goods to growth centers, it is necessary to build a mode of transportation that has a large capacity to reduce transportation costs. For this reason, the development of the railroad network is needed in 5 (five) provinces on the island of Kalimantan. (Proposed Priority Program Attached)

Energy. In the context of fulfilling electrical energy on the island of Kalimantan, with an electrification ratio of 66.52%, it is expected that energy needs can be met by building power plants and networks. In addition it is necessary to increase the quota of fuel oil to support community economic activities (Proposed Priority Programs attached)

Food Independence. Food production (rice) of Kalimantan Island is currently 2.7 million tons, with a level of rice productivity of rice fields of 3.6 tons/ha. Overall the island of Kalimantan can meet its rice needs except East Kalimantan. Taking into account the issue of global food going forward and building national food security outside Java, by taking into account the potential of land and water resources that can be utilized as a source of raw water, Kalimantan Island has the potential to become a national rice barn.

To achieve these goals, agricultural infrastructure development, land optimization and food estate development are needed. (Proposed Priority Program Attached)

Acceleration of border development. In the context of equitable development between regions both urban and border areas are shown by the limited availability of educational, health, communication, transportation, and high prices of staples so as to affect the integrity of the Republic of Indonesia. To make the border the front of the Republic of Indonesia, a program/activity is proposed as attached.
