Evaluation of the East Kalimantan SKPD Plan
Samarinda, Wednesday 6/5/15. Head of Bappeda East Kalimantan Province, DR.Ir.H. Rusmadi, MS delivered a presentation and simultaneously opened
accompaniment event for filling out the Evaluation Form for the Results of the East Kalimantan Provincial Renja and Regency/City RKPD throughout East Kalimantan accompanied by Jabal Natsir, Haris Muda Nasution, Dodi from the Ministry of Home Affairs of the Republic of Indonesia.
Head of Bappeda said that control and evaluation are very important in realizing programs and activities can run well.
Increasing community welfare in an equitable and just manner in accordance with the 2013-2018 East Kalimantan RPJMD by strengthening the potential of existing natural resources on an environmentally friendly basis.
Presentation by the Head of East Kalimantan Province Bappeda
In his presentation DR.Ir.H. Rusmadi, MS conveyed several important points, including:
1. Control and evaluation are very important in realizing programs and activities can run well;
2. Increasing equitable and just social welfare by paying attention to environmental friendliness;
3. Strengthening the potential of natural resources in order to improve people's welfare in an environmentally friendly manner;
4. Programs and activities must be maintained and monitored in order to achieve targets;
5. The need for monitoring to be able to monitor the success of regional development programs and activities;
6. Planning is the key to successful regional development;
7. Of the 51 SKPDs within the East Kalimantan Provincial Government, 31 have submitted an evaluation format for the results of their Renja;
8. Measuring targets and objectives in the RPJMD must be in accordance with what will be achieved on a quarterly basis;
9. SKPD must update reports and be correct;
10. Our efforts in building control and evaluation;
11. Do what is in the plan and record what we do in accordance with the principles of management and governance;
12. A leader's commitment to controlling and evaluating regional development.
The plenary session was held after the opening with the moderator being the Head of P3D Bappeda East Kalimantan Province, Ir. Hj. Farida Hydro Foil Yani, M.Si and resource persons from the Ministry of Home Affairs, Jabal Natsir, Haris Muda Nasution and Dodi delivered their respective presentations.

In his presentation, Jabal Natsir conveyed several important points, including:
1. Planning is a system;
2. Regional development planning that must be carried out by regions is the RPJPD and RPJMD;
3. Regency/City must also carry out the Mission and Vision of the regional head if the governor does not carry it out, he is also to blame;
4. Has the RPJMD been translated into the RKPD and has the RKPD been translated into the Renja SKPD;
5. The Regional Secretary as head of TAPD must control the planning side;
6. If the validity period of the RPJMD has expired, the legal basis for achieving targets must be to use the RPJPD;
7. The key to successful regional development is data, don't let SKPD not have updated data;
8. In order to achieve the vision and mission of each SKPD, there is a Strategic Plan;
9. Once the evaluation has been completed, it must be followed up with improvements to the targets to be achieved;
10. The purpose of control and evaluation is to maintain the continuity of program and activity implementation;
11. The SKPD agreement to standardize the matrix according to the format of the Economic sector was conveyed by the Head of P3D on May 7;

In his presentation of the evaluation results of Renja SKPD and RKPD for Regencies/Cities throughout East Kalimantan, several important points were conveyed, including:
1. Submission of the evaluation begins with evaluation results from districts/cities throughout East Kalimantan;
2. Filling in the format in rupiah must be agreed first whether in thousands or millions, billions to make it easier to control the evaluation;
3. Submission of data in the strategic plan must include initial conditions, annual targets within five years and achievements that have been made;
4. There are activities but there are no funds, this is good;
5. If the achievement column from the first year to the next year is empty and the other columns are there, it means that the activity is not planned in the RPJMD;
6. This existing format can determine whether there are new programs and activities or unplanned programs and activities;
7. The achievement averages in the mostly average format have not been obtained;
8. The most records are Berau district because it is the best;
9. Column 14 does not need to be filled in;
10. Evaluation is carried out in the RKPD, not in the APBD;
11. Evaluation in West Kutai Regency does not have indicators but there are targets that make the evaluator confused;
12. The RPJMD target in Kubar Regency should be in 2013 which is in 2014;
13. The phenomenon of regional development planning and evaluation control in Yogyakarta is not competing in spending the budget but competing in planning the best in SKPD, the resource person hopes that this can also be done in East Kalimantan;
14. Bontang City does not have a target in the RPJMD column but there is a realization;
15. Evaluation of Provincial SKPDs has low scores due to the fact that there are still activities that are not reported;
16. The format in the strategic plan is created for 5 years;
17. There are several SKPD financial realization achievements that exceed 100%, including the Legal Bureau, Government Bureau, Regional Development Bureau;
18. The indicators in the Renja are not the same as the RKPD submitted in this format;

In his presentation of the evaluation results of Renja SKPD and RKPD for Regencies/Cities throughout East Kalimantan, several important points were conveyed, including:
1. Has Bappeda carried out policy control, implementation control and evaluation of Renja results;
2. Evaluation must not be carried out as a routine but must be carried out continuously;
3. Policy control should be filled in before what and what now;
4. Don't change the indicators because it is very dangerous;
5. The indicative ceiling is always changing, what needs to be filled in is how much beforehand and how much afterward and where the funding comes from, which can be seen in Ministerial Decree 27;
6. When Renja changes..? what the consequences will be because there are changes to activities, things will definitely change the Strategic Plan, Berlin and the direct answer can be seen from Ministerial Decree 27 of 2014 concerning Guidelines for Preparing Control and Evaluation of Regional Development Work Plans for 2015;
7. Changing the program must also change the RPJMD, Jabal Natsir believes.

a. The SKPD has not carried out 100% evaluation because the SKPD has some difficulty in carrying out the evaluation because the implementation is in each sector of the SKPD, the problem is that the implementing sector is slow in submitting data;
b. There is no space in the format in the Strategic Plan and Renja in the RKPD;
c. Evaluation of the temporary Renja submitted is the target in the RKA;
d. SKPD received results from Itwil which stated that it was not consistent;
