Final Dissemination of Monitoring and Evaluation of the Implementation of Minimum Service Standards (SPM) in 2019 and 2020
Samarinda, (3/11/2020). Head of Control and Evaluation Subdivision Muhammad Hamsani, ST, M.Si virtually attended the Final Dissemination of Monitoring and Evaluation of the Implementation of SPM 2019 and 2020 organized by the National Development Planning Agency.
This activity was opened by Plt. Director of Regional Development, Ministry of National Development Planning/Bappenas, Mrs. Mia Amalia, and followed by the Ministry of Home Affairs, Ministry of PUPR, Ministry of Health, Ministry of Education and Culture, Ministry of Social Affairs, National Disaster Management Agency, Ministry of Religion, Provincial Bappeda and Provincial Government Divisions throughout Indonesia (174 Participants).
This activity aims to convey the results of Monitoring and Evaluation of SPM Implementation in 2019 and 2020. Implementation of evaluation of SPM implementation in the regions in the context of improving macro development indicators both nationally and regionally and is a mandate of Law 23 of 2014 regarding SPM, and for 2020 it is hoped that the integration of SPM indicators in (annual) planning and budgeting documents at both the Ministry/Agency level and the Provincial and Regency/City Governments.
Hamsani said that the achievement of SPM implementation in regions with macro development indicators in 2019 specifically for East Kalimantan Province had been achieved as follows, Achievement of SPM Implementation in very high category; Human development indicators achieved in the high category; Fiscal capacity indicators achieved in the very high category; The level of poverty reduction is in the very high category, and the unemployment rate is low.
Hamsani said there was a need for follow-up action in the form of increasing general and technical understanding regarding data collection (by name by address, planning, implementation as well as SPM monitoring and evaluation. This contribution is expected to be driven by the budget of the Ministry of Home Affairs, KL SPM Sector and the regions themselves, especially the Provinces; Encourage asymmetric policies based on regional typology to implement SPM; Implementation of rewards and punishment for SPM; Planning for transfer funds based on performance of SPM services; and data sharing and integration of the SPM monitoring and evaluation reporting system, it is necessary to look at the usefulness of using data for formulating policies at both the Central and Regional levels on a regular basis.
