Agreement on Focus Group Discussion III on Amendments to the 2013-2018 East Kalimantan RPJMD
Balikpapan. Following up on the results of the previous agreement on Focus Group Discussion (FGD) in Yogyakarta, 7-9 April 2016 with an agenda for discussing Chapters IV and V of the 2013-2018 East Kalimantan RPJMD Amendments as well as the results of an agreement on Focus Group Discussion (FGD) in Bogor, 27 - 28 May 2016 with an agenda for discussing Chapter VI and Chapter VII Changes to RJPJMD East Kalimantan 2013-2018 and continued Focus Group Discussion (FGD) at Jatra Hotel, Balikpapan 16-17 June 2016 with the agenda of discussing Chapter III Changes to the 2013-2018 East Kalimantan Province RPJMD led by the Secretary of the East Kalimantan Province Bappeda, Ir.H. Nazrin, M.Si with speakers Sony Yuwono, SE., Ak., M.Si; H. Fadliansyah, SE and Drs.H. Djoni Tofan, M.Si and attended by participants from the Regional Work Units (SKPD) within the East Kalimantan Provincial Government, approximately fifty people.
Focus Group Discussion (FGD) with the agenda of discussing Chapter III Amendments to the 2013-2018 East Kalimantan Province RPJMD resulted in agreements including:
1. Changes to financial data in Chapter III were agreed in 2014 - 2015 using actual figures, in 2016 - 2017 using current RKPD figures and in 2018 using predicted figures agreed in the Balikpapan FGD;
2. The 2018 revenue estimate was agreed to be 7,407,808 where the influencing factor was central government policy in the form of macroeconomic assumptions in the 2016 RAPBN which affected profit sharing, collection of regional taxes and levies and people's purchasing power as well as other technical factors attached;
3. Include BOSNAS in income in Chapter III;
4. Indirect expenditure which has accommodated Law 23/2014 is predicted to be 3.7 trillion and direct expenditure of 322 billion in 2018. Total expenditure in 2018 is 4.03 T. Attached;
5. For 2018, it includes expenditure that has not been accommodated in Permendagri 54 of 2010, namely spending on collection incentives, spending on activities with a multi-year pattern and BLUD spending;
6. Incorporate policy strategies to obtain income and carry out spending efficiency to increase real capacity which will be implemented for priority I and the remainder for other priorities;
7. There is an editorial change in goal 3 of increasing green economic growth to increasing sustainable economic growth;
8. In the first mission there was a change in the target of increasing per capita income to increasing a decent standard of living;
9. There is an additional target indicator for increasing purchasing power, namely the share of household consumption expenditure on GRDP;
10. There is clarification of the 2013-2015 realization data on 19 development targets and there are changes to targets in missions 1 and 2 (see attachment);
11. The 12 development strategies/priorities in the RPJMD document have purely undergone strategic changes (see attachment).
Meanwhile, discussions on 17 June 2016 resulted in an agreement on the 2018 Development Priority Program:
1. Education Sector changes in nomenclature in strategy, policy direction and priority programs are attached;
2. The Health Sector is experiencing changes in nomenclature changes in strategy, policy direction and attached priority programs;
3. Excuse was created as to why the 13 Regional Head commitments could not be fully achieved;
4. The Economic Sector is experiencing changes in nomenclature changes in strategy, policy direction and priority programs attached;
5. The PPW sector is experiencing changes in nomenclature changes in strategy, policy direction and attached priority programs;
6. FGD IV Discussion of Chapters VII and VIII of the priority program agreement on missions IV and V will be held on 28 - 29 June 2016 at the Jatra Hotel Balikpapan.
Agreement on Focus Group Discussion (FGD) to discuss Chapter IV and Chapter V of Amendments to the 2013-2018 East Kalimantan Province RPJMD in Yogyakarta on 7 – 9 April 2016, including:
1. All sectors within the scope of Bappeda of East Kalimantan Province, are jointly committed to the process of preparing and accelerating the determination of Documents and Regional Regulations on Amendments to the RPJMD of East Kalimantan Province for 2013-2018;
2. The revised RPJMD document was approved for the 2013, 2014 and 2015 targets using actual figures and the 2016, 2017 and 2018 targets using predicted figures;
3. Every change in target performance targets must be accompanied by relevant arguments / reasons;
4. Policy formulation in the revised RPJMD is carried out together or aligned with the 2017 RKPD at the Final Draft stage of the Revised RPJMD on regional priority aspects;
5. Formulation of development problems and changes to performance indicator targets that have been adapted to current development dynamics as attached;
6. Revised working papers as in point 5 (five) are made and submitted no later than Wednesday 13 April 2016 and submitted to the planning department on 14 April 2016 for refinement and verification;
7. The schedule for preparing changes to the RPJMD is attached.
Meanwhile, the agreement on Focus Group Discussion (FGD) to discuss Chapter VI and Chapter VII Changes to the 2013-2018 East Kalimantan Province RPJMD in Bogor on 27 – 28 May 2016 includes: < br />1. The development targets and strategies in the 2013-2018 East Kalimantan Province RPJMD, because they are related to the political promises of the Regional Head, have not been changed;
2. Limitations on changes to the East Kalimantan Province RPJMD for 2013-2018 include: a). Changes in policy direction from FGD results only for 2018 slots; b). Changes to the problem formulation, root causes of FGD results were made for the 2017 and 2018 slots; c). Changes to programs, activities, indicators and targets for FGD results were made for the 2018 slot, old programs/activities were stopped from 2013 to 2016;
3. Changes to the data in Table I, the achievements and targets of 19 regional development targets that still need to be improved by the planning sector (yellow shading) so that they can be collected in the P3D sector;
4. Changes to the data in Table 2, policy direction, problems and root causes by the planning sector can be collected into the P3D sector;
5. Changes to the RPJMD will focus on the results of the development of the Strategic Area of East Kalimantan Province, including: a). Economic Strategic Areas, namely the Kariangau – Buluminung Industrial Area and the Maloy industrial area and port; b). Social and Cultural Strategic Areas, namely the Mulawarman Museum; C). The functional area and environmental carrying capacity are the coastal and marine areas of the Derawan Islands;
6. Schedule for FGD III Evaluation of chapters III and VIII agreed on 14-15 July 2016 in the Derawan Islands (tentative);
7. At the end of July the revised draft of the RPJMD was completed. (Current).
