Consultation on the Final Draft RPJMD for East Kutai Regency for 2016-2021

Samarinda, Tuesday 2/8/2016. East Kutai Regency Government through the Regional Work Unit, Bappeda East Kutai Regency conducted a consultation on the final draft of the Regional Medium Term Development Plan (RPJMD) for Bontang City for 2016-2021 led by the Head of the Study and Regional Development Financing (P3D), Bappeda East Kalimantan Province, Ir.Hj. Farida Hydro Foilyani, M.Si accompanied by the Head of East Kutai Regency Bappeda Ir. Suprihanto, CES in the meeting room of the Head of East Kalimantan Bappeda Jln. Kusuma Bangsa Number 2 Samarinda was attended by SKPD within the East Kalimantan Provincial Government.

Hj. Farida Hydro Foilyani, in chairing the meeting, said that the 2016-2021 East Kutai Regency RPJMD was under the leadership of the elected Regent and Deputy Regent, Ir. H. Ismunandar, M.T. and Kasmidi Bulang, S.T., M.M must be in line with the 2013-2018 East Kalimantan RPJMD so that the focus of development planning is according to the desired targets.


The development of East Kutai, since it was initiated through the 2006-2025 Regional Long Term Development Plan (RPJPD) of East Kutai Regency, has gone through 2 (two) Regional Medium Term Development Plans (RPJMD), namely 2006-2010 and 2011-2015.

The results of development during the two RPJMD periods have provided positive results for people's lives, although there are still many shortcomings and weaknesses. The various shortcomings and weaknesses resulting from this development have actually increasingly motivated the local government together with the community to develop East Kutai. The first step taken was to carry out further planning, through the preparation of the 2016-2021 East Kutai Regency RPJMD which was focused and complete.

Focused and complete East Kutai development planning must be planning that reflects; a) understanding of current conditions, b) knowledge of appropriate performance indicators and achievements, c) sharp intuition about problems, and d) high strategic issue identification skills. If these four things are in place, then it will be possible to explore all the development potential and resources in East Kutai.

The exploration of this potential and resources can then be developed to increase the prosperity of the people of East Kutai as much as possible. Such planning can be realized using a sectoral approach without ignoring the regional approach, and involving the participation of all development stakeholders, including the involvement of surrounding district/city, provincial and central governments. It is hoped that the strategic value of planning in development like this can be realized in the 2016 - 2021 East Kutai Regency RPJMD.

Thus, the 2016-2021 East Kutai Regency RPJMD can become a guideline for all stakeholders, in providing their contribution to the development of East Kutai within a period of 5 (five) years.

To ensure that this can be realized, in accordance with the mandate of Law Number 25 of 2004 concerning the National Development Planning System and Law Number 32 of 2004 concerning Regional Government, the East Kutai Regency Government must prepare the East Kutai Regency RPJMD. Circular Letter of the Minister of Home Affairs (SE Mendagri) Number 050/795/SJ dated 4 March 2016 concerning the Preparation of the 2017 RPJMD and RKPD, states that the preparation of regional development planning documents is guided by Ministry of Home Affairs Regulation (Permendagri) Number 54 of 2010 concerning Implementation of Government Regulation Number 8 of 2008 concerning Stages, Procedures for Preparation, Control and Evaluation Implementation of Regional Development Plans.

In addition, it is also stated that the periodization of Regional Regulations (Perda) regarding RPJMD after the post-conflict regional election is 2016-2021. Regarding the SE Minister of Home Affairs 050/795/SJ, this document is the 2016-2021 East Kutai Regency RPJMD, as the final document of several initial documents in the form of; Preliminary Draft RPJMD, Draft RPJMD, and Final Draft RPJMD.

The initial draft RPJMD has been revised based on community suggestions and input during public consultation, on April 28 2016, and resulted in the Draft RPJMD. The draft RPJMD was discussed at the Development Planning Conference (Musrenbang) on ​​1-2 June 2016, and resulted in the Final Draft RPJMD. Finally, the Final Draft RPJMD was consulted with the East Kalimantan Provincial Government, and resulted in the 2016-2021 East Kutai Regency RPJMD.

The process of making the 2016-2021 East Kutai Regency RPJMD is prepared based on various contents from: 1). Vision, Mission and programs of the elected Regent and Deputy Regent: Ir. H. Ismunandar, M.T. and Kasmidi Bulang, S.T., M.M.; 2). East Kutai Regency RPJPD 2006 – 2025; 3). East Kutai Regency RTRW 2015-2035; 4). National RPJM 2015-2019; 5). East Kalimantan Province RPJMD 2013-2018; 6). Results of Public Consultation on Preliminary Draft RPJMD dated 28 April 2016; 7). Results of Focus Group Discussion (FGD) with SKPD East Kutai Regency on 10 May 2016; 8). Results of synchronization of the SKPD Strategic Plan with the RPJMD Draft on 17-19 May 2016; 9). Results of the RPJMD Musrenbang Implementation Preparation Meeting on 31 May 2016; 10). Results of the RPJMD Musrenbang on 1-2 June 2016; 11).
