Ismunandar, M.T. and Kasmidi Bulang, S.T., M.M must be in line with the East Kalimantan RPJMD in 2013-2018 so that the focus of development planning according to the desired target.

Development of East Kutai, since it was initiated through the Regional Long-Term Development Plan (RPJPD) of East Kutai Regency in 2006-2025, has gone through 2 (two) medium-term development plans Region (RPJMD), namely in 2006-2010 and 2011-2015.
The results of the construction for two periods of the RPJMD, have given positive results for people's lives, although there are still many shortcomings and weaknesses. Various shortcomings and weaknesses of the results of this development, actually increasingly motivated the local government together with the community to build East Kutai. The first step taken is to carry out the next plan, through the preparation of the 2016-2021 East Kutai Regency RPJMD which is focused and complete.
East Kutai Development Planning which is focused and complete must be a plan that reflects; a) Understanding the current conditions, b) knowledge of appropriate performance indicators and achievements, c) Instuition of sharp problems, and d) Skills to identify high strategic issues. If these four things have been owned, then it is possible to be explored all the potential and development resources in East Kutai.
Excavation of this potential and resource, so on can be developed to increase the prosperity of the East Kutai community as much as possible. Such planning can be realized with a sectoral approach without ignoring the regional approach, as well as involving the participation of all development stakeholders, including the involvement of the district/city governments around, provincial and central. Thus, the RPJMD of East Kutai Regency in 2016-2021 can be a guideline for all stakeholders , in making a contribution to the construction of East Kutai in a period of 5 (five) years.
To guarantee this can be realized, then in accordance with the mandate of Law Number 25 of 2004 concerning the National Development Planning System and Law Number 32 of 2004 concerning Regional Government, the East Kutai Regency Government must compile RPJMD East Kutai Regency. Minister of Home Affairs Circular Letter (SE Minister of Home Affairs) Number 050/795/SJ dated March 4, 2016 concerning the preparation of the 2017 RPJMD and RKPD, stated that the preparation of regional development planning documents is guided by the Ministry of Home Affairs Regulation (Permendagri) Number 54 of 2010 concerning Implementation of Regulations Government Number 8 of 2008 concerning Stages, Procedures for Preparation, Control and Evaluation of the Implementation of Regional Development Plans.
In addition, it was also stated that the periodicity of Regional Regulations (Perda) on the post-conflict local election RPJMD was 2016-2021. Regarding the SE Minister of Home Affairs 050/795/SJ, this document is the 2016-2021 East Kutai Regency RPJMD, as the final document of the initial documents in the form of; The initial draft of the RPJMD, the RPJMD draft, and the final design of the RPJMD.
The initial draft of the RPJMD was revised based on public advice and input during a public consultation, on April 28, 2016, and resulted in a draft RPJMD. The Draft RPJMD was discussed in the Development Planning Conference (Musrenbang) on ​​1-2 June 2016, and raised the final design of the RPJMD. Finally, the final draft of the RPJMD has been consulted with the Provincial Government of East Kalimantan, and produced the 2016-2021 East Kutai Regency RPJMD.
