Consultation on the Initial Draft of the East Kutai Regency RPJMD for 2021-2026
Sangatta, 07 June 2021, 13.30 WITA. In accordance with the mandate of Minister of Home Affairs Regulation Number 86 of 2017 concerning Procedures for Planning, Controlling and Evaluation of Regional Development, Procedures for Evaluation of Draft Regional Regulations Concerning Regional Long-Term Development Plans and Regional Medium-Term Development Plans, as well as Procedures for Amendments to Regional Long-Term Development Plans, Regional Medium-Term Development Plans and Regional Government Work Plans, East Kutai Regency is carrying out "Consultations on the Preliminary Draft of the 2021-2026 East Kutai Regency RPJMD".
This activity was attended by all Regional Apparatus within the East Kutai Regency and the East Kalimantan Provincial Government, represented by the East Kalimantan Provincial Bappeda. This activity was officially opened by Plt. Head of Bappeda East Kutai Regency.
Head of Bappeda East Kalimantan Province, Prof. Dr. Ir. H. M. Aswin, MM in his speech also gave directions so that development policies in East Kutai Regency are aligned with development policies at the provincial level as outlined in the P-RPJMD of East Kalimantan Province and Changes to the Regional Apparatus Strategic Plan.
In order to realize synergistic development between the Province and Regency, in particular the Head of the East Kalimantan Province Bappeda gave directions so that all planning fields in the East Kalimantan Province Bappeda could give special attention and input so that the East Kutai Regency RPJMD which is currently being prepared can be in line with the RPJMD and the Regional Apparatus Strategic Plan at the East Kalimantan Province level, "I hope my friends at the East Kalimantan Bappeda can provide input and suggestions so that the RPJMD "East Kutai has been prepared in line with the Provincial P-RPJMD, such as macro development targets, regional development policies, so that there is synergy between provincial and district development," he said.
The Head of Bappeda for East Kalimantan Province also emphasized basic services, in accordance with the mandate of Law no. 23 of 2014 which mandates that regions must prioritize their spending on carrying out mandatory government affairs related to basic services. Basic services are translated as public services to fulfill the basic needs of Indonesian citizens to live a decent life.
Next, the Acting Head of the East Kutai Bappeda, Ir. Supriyanto conveyed the development priorities of East Kutai Regency, namely in the fields of health, social and population, animal husbandry, agriculture and fishing, tourism and culture.
The vision of East Kutai Regency in the initial draft of the 2021-2026 East Kutai Regency RPJMD is "Organizing Prosperous East Kutai for All", with 5 missions, namely Creating a society with noble morals, culture and unity; Realizing community economic competitiveness based on the agricultural sector; Realizing basic services for the community in a proportional and equitable manner; Realizing a participatory government based on law enforcement and information technology; and realizing regional development synergy and environmentally sound development integration. Meanwhile, the direction of expenditure policy will be more focused on capital expenditure considering that HDI is still far behind, connectivity between sub-districts still needs special handling, for this reason capital expenditure is considered very important in order to increase HDI.
