National Workshop on the National Strategic Environmental and Social Assessment (SESA) for the Energy Transition mechanism in Indonesia

In carrying out the achievement of sustainable development objectives and the achievement of a nationally established contribution target (NDC), the government is committed to increasing the portion of renewable energy in order to achieve the target of the renewable energy mix in the electricity sector. Based on NDC Mitigation Roadmap, the energy sector requires the largest portion of funding compared to other sectors.

To achieve the Net Zero Emission (NZE) target in 2060 or accelerated, Indonesia has compiled a road map to a clean energy transition. In implementing the road map, there are at least three important things that need to be considered to be able to achieve a fair and affordable energy transition. First, financing to stop the operation of coal power plants in order to switch to renewable energy sources. Second, funding for investment in the renewable energy sector. Third, the mechanism of energy transition needs to pay attention and consider the environment and socioeconomic that is affected as a form of just and affordable transition.

In terms of coal early retirement activities and the provision of renewable energy generation, fiscal support is needed through the provision of funding and financing frameworks that can increase the effectiveness and efficiency of the APBN use in an effort to attract other legal funding sources. To accommodate this, the Indonesian government is supported by the Asian Development Bank (ADB) is currently developing the framework of the Energy Transition Mechanism (ETM) program. ETM is a financing mechanism to accelerate the process of energy transition in Indonesia by stopping the operation of the Coal Power Plant (PLTU) earlier and replacing it with renewable energy. ETM aims to create coordinated and integrated financing and financing frameworks by involving the public and private sectors, as well as combining the de-risking facilities needed to support the acceleration of energy transitions in the electricity sector and increase the proportion of renewable energy in the electrical energy mix.
