Discussion of Problems and Strategic Issues in the Preliminary Draft of the 2025-2029 Bappeda Strategic Plan
Balikpapan, 16 January 2025 – East Kalimantan Province Bappeda held an important meeting to discuss planned strategic problems and issues in the preparation of the 2025-2029 Bappeda Strategic Plan (Renstra). The meeting, which was held at the Four Points Hotel, Balikpapan, aimed to identify various problems that occurred internally at Bappeda, as well as formulating priority steps that needed to be taken in regional development planning.
Head of Bappeda, Yusliando, opened by explaining that this meeting was the first step in preparing the 2025-2029 Strategic Plan. The first step taken was collecting data from various sources, both internal and external, in order to identify problems that occurred. "The purpose of this meeting is to discuss identifying problems that occur at the East Kalimantan Provincial Bappeda," said the Head of Bappeda.
Bappeda Secretary, Saur Parsaoran said that the Program Planning Subdivision had carried out an inventory of the issues needed in preparing the Strategic Plan. Based on evaluations from the Ministry of Home Affairs, risk management, and evaluation of the Work Plan, several unresolved external issues have become priorities, including issues related to IPPN which have important problems.

On the other hand, each field in Bappeda also presents problems that need special attention. Starting from PPEPD, PSDA and PPM, they revealed that there were problems related to verification of the quality of regional government spending which was not yet optimal, personnel productivity which affected work morale, unavailability of data and documents that support performance, as well as a lack of development innovation that was in line with regional needs, disruption to the internet network and The need for planning guidance is also an issue that needs to be addressed immediately, and more up-to-date work equipment is also needed to support the smooth running of the task.
Head of Program Subdivision, Stella Sinaga said that to formulate problems at Bappeda, it is done through surveys and document reviews. The survey will identify prioritized problems based on their level of urgency, by referring to various evaluation results and existing planning documents.
Through this meeting, it is hoped that a more comprehensive Strategic Plan can be prepared, covering existing problems, and providing appropriate solutions to encourage regional development progress in the next five years.
