Control and evaluation of Renja SKPD and Regency/City in East Kalimantan 2016

Samarinda, Wednesday 28/9/2016. Head of Bappeda East Kalimantan Province, DR.Ir.H. Zairin Zain, M.Si opened the event Control and Evaluation of Work Plans of Regional Work Units within the Government of East Kalimantan Province and Regencies/Cities throughout East Kalimantan accompanied by the Head of the Regional Development Assessment and Financing Division, Ir.Hj . Farida Hydro Foilyani, M.Si accompanied by an expert from the Ministry of Home Affairs of the Republic of Indonesia, Haris Muda Nasution in the Regional Police meeting room, floor I of the Bappeda of East Kalimantan Province, Jl. Kusuma Bangsa Number 2 Samarinda was attended by approximately seventy participants from all SKPDs within the East Kalimantan Provincial Government and Regency/City Bappeda throughout East Kalimantan.

H. Zairin Zain said that controlling and evaluating SKPD plans within the East Kalimantan Provincial Government and Regency/City Bappeda throughout East Kalimantan is very important in in order to improve regional development and to be able to calculate the reasonable value of development spending in each region. Furthermore, the Head of the East Kalimantan Bappeda advised each SKPD within the East Kalimantan Provincial Government and Regency/City Bappeda throughout East Kalimantan to take seriously this Renja evaluation event, "if there is anything that still needs to be questioned, you can consult with experts, especially experts from the Ministry of Home Affairs of the Republic Indonesia is present today." Said the Head of East Kalimantan Bappeda.

Before carrying out the evaluation of the Renja SKDP and Regency/City Bappeda throughout East Kalimantan, experts from the Ministry of Home Affairs of the Republic of Indonesia, Haris Muda Nasution, made a presentation first by conveying the legal basis for implementing the Evaluation of the Renja SKPD and District/City Bappeda throughout East Kalimantan using Law Number 23 of 2014 concerning Regional Government.

The focus of control and evaluation consists of Policy Control and Implementation Control. The focus of policy control includes: 1). The evaluation results become the basis for planning; 2). Measurable indicators (all areas of affairs); 3. Alignment with other documents. Meanwhile, the focus of Implementation Control includes: 1). Describes consistency between documents; 2). Realization of performance and budget targets (output); 3). Systematic quarterly and annual reports; Integration of planning and budgeting; 4). Management of development problems. Meanwhile, the Evaluation of Implementation Results must be able to answer, among others: 1). Realization of priority program outcomes à field research; 2). Can the end-of-period target still be achieved or not?; 3). Are the strategies and policies that have been implemented appropriate or not?; 4). Are future strategies and policies still relevant to achieving targets?; 5). Are the programs and activities that have been implemented appropriate or not to answer problems, issues, and so on?

General problems in implementing regional development evaluation include: 1). There is still a lack of leadership commitment (regional and PD) to carry out good M&E; 2). Lack of quantity and capacity of Bappeda human resources, and PD does not understand how to fill out the format; 3). Less than optimal implementation of policy control so that indicators are difficult to measure; 4). Lack of optimal implementation of implementation control so that planning documents and budget documents are not consistent; 5). Data difficulties as a result of evaluation are not yet a necessity.

In accordance with the mandate of Law Number 23 of 2014 concerning Regional Government that the obligation of the Central Government to provide guidance on the administration of provincial regional government in the form of facilitation includes providing guidelines and standards for the implementation of government affairs (Article 374).

Meanwhile, the mandate for the Regional Government, in accordance with its authority, is to prepare regional development plans as a unit in the national development planning system, and every year to prepare the RKPD which is an elaboration of the RPJMD which contains a draft regional economic framework , regional development priorities, as well as work plans and funding for a period of 1 year which are prepared based on RKP and national strategic programs (Article 260 paragraph (1) and Article 263 paragraph (4).

Meanwhile, the mandate is for the Minister to control and evaluate provincial regional development (Article 276 and Article 277).

Based on the mandate contained in the Minister of Home Affairs Regulation Number 54 of 2010 concerning Stages, Procedures for Preparing, Controlling and Evaluation of the Implementation of Regional Development Plans including: 1). The Minister of Home Affairs carries out Binwas for planning, controlling and evaluating regional development including providing guidelines, guidance, consultation, education and training (Article 291 and Article 292); 2). The Governor carries out guidance and supervision of planning, control and evaluation of regional development at the provincial and district/city levels (Article 294); 3). The Regent/Mayor carries out control and evaluation of regional development planning within the district/city scope. Article 156 paragraph (3).

The objectives of Minister of Home Affairs Regulation Number 18 of 2016 concerning the 2017 RKPD include: 1). Synergize annual development planning between Central & Regional and Interregional; 2). Consistency in the Elaboration of the RPJMD Program into the 2017 RKPD; 3). Alignment of the preparation of Regional Government RENJA with Regional Government RENSTRA & RKPD 2017; 4). Guidelines for Changes to RKPD & Changes to Regional Government RENJA; 5). Improving control & evaluation of the results of the 2017 Regional Government RKPD & RENJA; 6). Achievement of district/city and provincial development priorities and targets in order to support national development priorities and targets set out in the 2017 RKP.

RKPD (Article 3 of Permendagri Number 18/2016) includes: 1). The Regional Government Work Plan, hereinafter abbreviated to RKPD, is a regional planning document for a period of 1 (one) year or referred to as the annual regional government plan; 2). RKPD is an elaboration of RPJMD; 3). The RKPD contains a draft regional economic framework, regional development priority programs, and work plans, funding and forward forecasts; 4). The preparation of the RKPD must be in line with the priorities, targets and programs that have been determined for 2017 in the RPJMD, RKP and national strategic programs determined by the Central Government; 5. Preparation of the RKPD takes into account the authorities as stated in the attachment to Law 23/2014 and the results of the P3D.

Determination of the 2017 RKPD (Article 5 of Permendagri 18/2016) includes: 1). The 2017 RKPD is determined by the KDH Regulation; 2). Determination of the provincial RKPD is carried out no later than the third week of May 2016; 3). Determination of district/city RKPD no later than the fourth week of May 2016; 4). The 2017 PD Renja was approved by KDH no later than 2 (two) weeks after the 2017 RKPD. (Sukandar, S.Sos/PR Bappeda Kaltim).
