Technical Explanation of the Governor's Deconcentration Activities as Representative of the Central Government for Fiscal Year 2023

Thursday (19/01/2023), Provincial Bappeda Government and Human Development Sector. East Kalimantan attended the agenda for the Technical Explanation Meeting on the Governor's Deconcentration Activities as Representative of the Central Government for the 2023 Fiscal Year via Zoom Meeting. The agenda was also attended by the Directorate General of Regional Administration Development; Manager of the Governor's Dekon Work Unit as Representative of the Central Government (Bappeda; Provincial Secretariat; Regional Inspectorate; Kesbangpol Agency; DPMPTSP; BPOD; DPPM; Adbang Bureau; Legal Bureau; Government and Regional Autonomy Bureau; BPKAD)

The Governor as the Representative of the Central Government or commonly abbreviated as GWPP, holds the key to the effectiveness and efficiency of coaching and supervising the administration of government affairs in the Regency/City. As in Law Number 23 of 2014 concerning Regional Government, the President as the final person in charge of government delegates some of his authority to the Governor as Representative of the Central Government to act on behalf of the central government. GWPP is also obliged to submit reports on the implementation of its duties and authority to the President through the Minister of Home Affairs. The report also needs to be evaluated by the relevant minister. In carrying out the evaluation, the minister formed a Joint Secretariat for GWPP Development.

Based on GWPP Decon Budget Realization data for the 2022 Fiscal Year, it was found that 2 Working Units did not carry out activities and returned deconcentration budget allocations, 9 Working Working Units had low commitment and 39 Working Working Units' realization was below the national target of 98%. At the 2023 Dekon, the 2023 GWPP Deconcentration budget allocation ceiling was given at 72 billion rupiah and distributed to 34 provinces, 166 Working Units with Allocation Determination Criteria namely Number of Regencies/Cities per Province, Accessibility, Duties and Authorities as well as Realization Achievements of the previous Fiscal Year to meet the target of 22 GWPP's authority duties. The tasks of Bappeda in the 2023 Dekon are to provide recommendations for district/city DAK proposals in its area; Coordination of guidance and supervision of the implementation of assistance tasks in district/city areas; and Coordinate the implementation of border area development based on the guidelines set by the Central Government;

The acceleration steps are: Immediately prepare the Governor's Apparatus Decree and Financial Management Decree; Map activities with high absorption potential in Semester I and prepare a schedule for implementing activities until the end of the year; Strengthen the role of the GWPP Secretariat in the Province (Government Bureau), Strengthen the performance commitment of all work units, work unit performance values ​​influence GWPP performance, Sustainable HR Mapping for the implementation of GWPP duties and authority; Guide the Technical Instructions in detail on the results in accordance with the expected output and Strengthen coordination with the Secretariat of Development's duties and authority at the center; Orderly reporting for both financial reports and technical activity reports and coordinated submission of reports through the secretariat of the GWPP final report tool.
