2016 Regency/City Bappeda Coordination Meeting for East Kalimantan

Samarinda, Thursday 28/1/2016. Implementation of Regency/City Bappeda Coordination Meetings throughout East Kalimantan on 3 to 4 February 2016 in Tanah 1._kabid_p3dPaser, Paser Regency with the theme "Consolidating Downstream Industry to Create a Quality Economic Structure" in order to accommodate development planning proposals for 2017 from Regency/City Governments throughout East Kalimantan. Said the Head of the Regional Development Assessment and Financing Division of BAPPEDA East Kalimantan Province, Ir.Hj. Farida Hydro Foilyani, M.Si in her office.

In addition to the 2017 Regency/City Government development planning proposals, the implementation of the Regency/City Bappeda Coordination Meeting throughout East Kalimantan is intended to equalize perceptions to overcome identified challenges and corrective steps according to related programs and strengthen provincial, regency/city and inter-sector synergies in order to improve program implementation as well as obtain input regarding program improvement efforts in 2017.

Meanwhile, the aim of holding the Coordination Meeting is to synergize Priority Programs and Activities of the Central, Provincial and Regency/City Governments in Overcoming Development Problems and Efforts to Achieve Development Targets in the Regional Medium Term Development Plan (RPJMD) of East Kalimantan Province for 2013 - 2018.

Meanwhile, the suggestion to be achieved in the implementation of the Regency/City Bappeda Coordination Meeting throughout East Kalimantan is to realize an agreement between the Provincial Government and the Regency/City Government. In the context of implementing the East Kalimantan Province Development Priority Program.

Development Planning Process

Planning is a process that determines appropriate future actions. In this case planning is the most important stage in government administration.

In accordance with the mandate of Law Number 25 of 2004 concerning the National Development Planning System; Republic of Indonesia Government Regulation Number 8 of 2008 concerning Stages, Procedures for Preparing, Controlling and Evaluation of the Implementation of Regional Development Plans; Minister of Home Affairs Regulation Number 54 of 2010 concerning Implementation of Government Regulation Number 8 of 2008, that the Provincial and Regency/City Governments, in this case the Provincial and Regency/City BAPPEDA, are obliged to carry out planning as well as Planning Control and Evaluation of Planning in their areas.

In an effort to produce quality planning to support the achievement of development targets, both through Central, Provincial and Regency/City Government programs/activities, BAPPEDA throughout East Kalimantan needs to build coordination and synchronization because the planning of one region/region is one unit with the planning of other regions/regions.

In order to improve coordination and synchronization, it is deemed necessary to hold a Coordination Meeting (RAKOR) Bappeda throughout East Kalimantan.

a. Draft Balancing Fund Policy for 2017 East Kalimantan Province. (Director General of Financial Balance, Ministry of Finance of the Republic of Indonesia)
b. Strengthening Downstream Industry to create a Quality Economic Structure. (DR. Ichsanuddin Noorsy, B.Sc. SH. M.Sc.)
c. Government Work Plan for 2017 in Stabilizing Downstream Industry to create a Quality Economic Structure in East Kalimantan Province. (Deputy for Regional Development & Regional Autonomy, Bappenas RI).
d. Policy Direction and Development Priorities for East Kalimantan Province for 2016 and 2017 (Head of Bappeda for East Kalimantan Province).
e. Macroeconomic Conditions of East Kalimantan Province in 2016 and 2017 (Head of Bank Indonesia East Kalimantan Representative Office).
f. Evaluation of East Kalimantan's Readiness in Stabilizing Downstream Industry to Create a Quality Economic Structure (Head of the East Kalimantan Province UMKM, Trade and Cooperative Department).
g. Discussion

Expected output. The output/output expected through the implementation of the Bappeda Coordination Meeting throughout East Kalimantan is to agree on:
a. Identify strategic issues, problems and focus for handling them.
b. Agree on Regency/City priority activities that are in line with the 2017 development priorities and targets contained in the 2013 – 2018 East Kalimantan Province RPJMD document.

Administration Mechanism

The Bappeda Coordination Meeting includes a Plenary session and Group session, with the following activities:

Day One: Opening
a. Report from the Chairman of the Organizing Committee.
b. Greetings from the Regent of Paser.
c. Direction from the Governor of East Kalimantan as well as opening the East Kalimantan Bappeda Coordination Meeting.
d. Talk Show "Funding Support in Stabilizing Downstream Industries to Create a Quality Economic Structure" by DR. Ichsanuddin Noorsy, B.Sc. SH. M.Sc. economic expert from Jakarta and Director General of Financial Balance, Ministry of Finance of the Republic of Indonesia guided by TVRI Kaltim.

Day Two: Plenary Session
a. Presentation by the Deputy for Regional Development & Regional Autonomy, Bappenas RI.
b. Presentation by the Head of Provincial Bappeda. East Kalimantan
c. Presentation by the Head of the East Kalimantan Representative Office of Bank Indonesia.
d. Presentation by the Head of the East Kalimantan Province Industry, Trade and Cooperatives & UMKM Service.
e. Group Session
f. Closing: Reading of Formulation Results and Signing of Agreement by the Head of Bappeda throughout East Kalimantan.
