Socialization of Changes to the East Kalimantan RPJMD 2013-2018
Samarinda, Wednesday 26/10/2016. The focus on changes to the 2013-2018 East Kalimantan Province RPJMD is
to priority programs that directly touch on the interests of the people. Even though our economic situation is slowing down, this does not prevent us from carrying out pro-people priority programs. This was conveyed by the Regional Secretary of East Kalimantan Province, DR.Ir.H. Rusmadi, MS at the opening of the 2013-2018 East Kalimantan Province RPJMD Amendment Socialization event in the Strategic Plan meeting room on the 3rd floor of the East Kalimantan Provincial Bappeda, Jalan Kusuma Bangsa Number 2 Samarinda, attended by approximately 150 participants from SKPD within the East Kalimantan Provincial Government and Regency/City Bappeda throughout East Kalimantan.
Furthermore, the East Kalimantan Provincial Secretary advised that "in the current situation this difficult we must have creative initiatives in order to build a better region, even in difficult circumstances you must maintain high enthusiasm for regional progress."
Meanwhile, the Head of Bappeda for East Kalimantan Province, DR.Ir.H. Zairin Zain, M.Si with the title "Policy Framework for Changes to the Medium Term Regional Development Plan for East Kalimantan Province for 2013-2018". Changes to the East Kalimantan Province RPJMD for 2013-2018, which were primarily based on priority programs, which initially had 119 programs, became the focus in 2018 on 84 priority programs. Meanwhile regarding 1 vision, 5 missions, 6 goals and 19 targets have not changed.
Based on the explanation, the Head of the East Kalimantan Bappeda conveyed several important points that the SKPD must carry out regarding the preparation of changes to the RPJMD for East Kalimantan Province for 2013-2018 and the Instruction of the Minister of Home Affairs Number 061/2911/SJ for 2016, which gave a mandate to the SKPD within the East Kalimantan Province to:
1. Prepare a Draft Amendment to the 2013-2018 SKPD Strategic Plan based on the Final Draft Amendment to the 2013-2018 RPJMD and referring to the Draft OPD Regional Regulation in accordance with PP Number 18 of 2016.
2. The SKPD submits and consults with the East Kalimantan Province Bappeda planning sector regarding the Draft Changes to the respective SKPD Strategic Plans, specifically for the 2017 and 2018 Programs/Activities.
3. In the case of changes to the SKPD Strategic Plan, it is deemed necessary to add/reduce programs/activities, which can be done as long as they have appropriate arguments and can be accounted for.
4. Changes/restructuring of Programs/Activities in 2017 and 2018 must also include improvements to SMART performance indicators and adjustments to performance targets taking into account 2015 performance achievements and related funding allocations in 2017 and 2018.
Meanwhile, further DR.Ir.H. Zairin Zain, M.Si conveyed several important points that must be carried out by districts/cities regarding the preparation of changes to the 2013-2018 East Kalimantan Province RPJMD:
1. Adapt strategic issues and sectoral development policies in each Regency/City.
2. Adjusting the macroeconomic targets of the Regency/City RPJMD with the macroeconomic targets of the Amendment to the RPJMD of East Kalimantan Province.
3. Adjust programs/activities along with funding allocations by paying attention to the transfer of authority as regulated by Law Number 23 of 2014 concerning Regional Government.
