Rad-GRK Socialization

Balikpapan, 28/2/12. Deputy for Natural Resources and the Environment of the State Ministry of National Development Planning (PPN)/Agency wagub-rusmadi_website National Development Planning (BAPPENAS) Dr. Ir. Endah Murniningtyas, MSc gave a speech at the Socialization of the Preparation of Regional Action Plans for Decreasing Greenhouse Gas (RAD-GRK) in Balikpapan, 28/2/12.

This event was held thanks to good cooperation between the Ministry of PPN/Bappenas, the Provincial Government of East Kalimantan, the Ministry of Home Affairs, the Ministry of Environment, and other K/L, and thanks to the support of the development partners, JICA and Giz were attended attended by East Kalimantan Deputy Governor H. Farid Wadjdy and Head of East Kalimantan Bappeda Dr.H.IR. RUSMADI.MS.

Characteristics of East Kalimantan

Economic potential in the Kalimantan region sourced from the mining and excavation sector (28.16 percent); manufacturing industry (21.05 percent); agriculture (15.29 percent). Kalimantan has a large coal reserves of 52.1 million tons, besides that Kalimantan is also known as a significant contributor to the production of national palm oil commodities. The Kalimantan region has the second highest forest cover after Papua, but the deficiency rate is 246 thousand hectares/year. Likewise, carelessly the disposal and management of waste that has the potential to damage the environment and cause methane emissions also needs to be improved. Good waste management, instead has the potential to foster efforts to produce gas that can be utilized for energy or utilized by other industries. Animal impurities that have not been managed, if managed properly will be able to produce biogas that can reduce the scarcity of fuel and organic fertilizer which if utilized will improve land conditions and produce organic commodities that have a higher selling price.

In connection with this decrease in emissions, there are activities that need to be adjusted and changed and many new activities that can be grown. For example, irresponsible forest logging needs to be stopped. Furthermore, the steps of cleaning land/land clearing that produce emissions that cause global warming need to be stopped. These steps need to be replaced in a more environmentally friendly way. Forests that are all only used for wood will be able to produce environmental absorption services that can be valued in money.

Deputy suggested that there is still an opportunity to change the behavior and management of activities more environmentally friendly and reduce emissions, but at the same time also produce new ecoomy activities and new income for the community.

The core of the deputy conveyed invites all parties to utilize and compile activities that can reduce emissions and at the same time foster new activities and income for the community or save the resources that we have been using in an environmentally unfriendly and less efficient way; By utilizing cleaner and more efficient technology.

Commitment of Indonesian President Susilo Bambang Yudoyono

Indonesia has a very important position in the issue of global climate change. On the one hand, Indonesia is one of the countries that is very vulnerable to the impact of climate change, which has a big influence on people's lives: (i) disruption of weather and climate that affect the planting season of various agricultural commodities; (ii) the emergence of various flood disasters in various places that not only disturb the planting season and harvest but also community life; (iii) damage to infrastructure and erosion of coastal areas due to rising sea levels; and negative impacts in the health sector.

Indonesia as other countries also contribute to greenhouse gas emissions. In connection with that, Indonesia assesses it is important to take steps to overcome the impact of climate change and also reduce the chances of climate change by reducing GHG emissions that cause global climate change.

As a continuation of the commitment of the President to reduce GHG emissions by 26% in 2020 with his own efforts and 41% with international support, Perpres no. 61 of 2011 on September 20, 201. Perpres outlines the commitment of the President with: (i) dividing the target of reducing GHG emissions into 5 (five) main sectors, namely the forestry sector and peatlands; Agricultural sector, energy and transportation sectors, industrial sectors and waste sectors; (ii) Identifying programs and activities that can support the achievement of targets of emission reduction. The activity consists of 50 (fifty) core activities and 73 supporting activities and carried out by around 20 K/L. These activities have been listed in the 2010-2014 RPJMN so that every year it will be carried out by K/L and allocated the budget.

To complete the implementation, the RAN-GRK Perpres is also followed up with RAD-GRK which will be compiled by the regional parties coordinated by the Regional Government; And for this reason, a guideline has been prepared for the preparation of RAD-GRK which was launched on January 12, 2012 I Jakarta, and will be explained further this afternoon.

nationally, the target of decreasing the biggest emissions is from forestry and peatlands. However, we must also pay attention to sectors whose emissions grow the fastest, namely the energy and transportation sectors. However, what needs to be considered is that the target of decreasing emissions at the regional level needs to be adjusted to the conditions and emission potentials as well as the distinctive and different decline steps between one other region.

Preparation of Rad-GRK

The preparation of RAD-GRK is essentially planning activities to decrease GHG emissions and create economic activities and new income in accordance with Perpres 61/2012 must be completed 12 months from the stipulation of the RAN-GRK Perpres, namely in September 2012 to come; and stipulated by a Governor Regulation, so that it can be a guideline for joint implementation. With the existence of RAN-GRK and RAD-GRK, we will all have a joint effort to create environmentally friendly activities, use resources efficiently and reduce emissions as an activity that creates income for the community or increasing public access to energy, electricity or lighting.

With the Rad-GRK, we will also have an activity plan that we will be able to internalize into the RKP/D as well as the RPJMN/D, so that it will be funded by the APBN/D and carried out continuously. Thus, the quality of our lives will be cleaner, green (not leaving pollution and damaging nature and the environment) and more importantly also creates new economic activities, which means to increase work and reduce poverty.

In compiling and implementing RAD-GRK, things that need to be considered are:
1. Rad-GRK is harmonized with several planning documents: RPJMN, RPJMD, APBD, Vision-Mission of Regional Heads, New Initiatives that are national (such as MP3EI), as well as certain focus on the direction of acceleration of regional development;
2. The preparation of the RAD-GRK involves fully all relevant stakeholders, such as the legislature /DPRD, the business world, universities, academics, non-governmental organizations and so on;
3. Communication we need to do continuously so that we all have the correct understanding and the same commitment to carry out real actions.

Cooperation between stakeholders

There is a collaboration with all parties and stakeholders both at the central and regional levels will continue to work together and our teams in Bappenas and K/L will continue to be together with the ladies and gentlemen to complete the RAD-GRK to completion, and jointly carry out RAN-GRK and RAD-GRK for development patterns and better life. Left less pollution, reduce ways that can damage nature and the environment, because we borrow from future generations.

With cooperation under the leadership of the Governors and Regents/Mayors, they can maintain nature and the environment and utilize natural resources wiser without reducing the opportunity to improve the welfare of the community. The application of RAN-GRK and RAD-GRK needs to be monitored together, noted a decrease in emissions and reported every year in the annual session of the National Council of Climate Change, which will be led directly by the President of the Republic of Indonesia.

The results of the socialization of Rad-GRK

1. Cooperation and hard work to carry out RAN-GRK and RAD-GRK

Preparation of RAD-GRK, it is expected that the local government in each province can work with local experts and universities to be able to support the preparation of RAD in accordance with the potential and capacity. While the National Coordination Team and the Secretariat will help the Regional Government and facilitate the process.

There are several provincial governments that have taken the initiative to form climate change work groups, and began to compile an emissions decrease plan and adaptation steps to anticipate and overcome the impact of climate change. In connection with that, it is expected that with the Rad-GRK, these steps will be more coordinated, and the local government will be able to connect into concrete steps, which are medium-term to be included in the RKPD and RPJMD planning documents.

2. Follow -up Implementation Plan

Local governments can complete the preparation of this RAD-GRK in accordance with the specified time. In the preparation process, the regions can always consult with the RAN/RAD-GRK Coordination Team and Secretariat formed at the national level. (Public Relations Bappeda Kaltim/Sukandar, SOS).
