Validation of KLHS RPJMD Balikpapan City
Samarinda, June 11, 2021, 08.30 WITA . Bappeda of East Kalimantan Province attended online (virtual meeting) Validation activities of the RPJMD KLHS Balikpapan which was attended by 33 participants. The event was held by the East Kalimantan Province Environment Agency by involving the speakers of the Balikpapan City RPJMD KLHS compilers in 2020-2024. This event is intended to get input from the Validation Team to improve the Balikpapan City RPJMD KLHS document in 2020-2024.
Strategic Environmental Studies (KLHS) for the Balikpapan City Medium-Term Development Plan (RPJMD) has been completed by referring to the Minister of Home Affairs Regulation No. 7 of 2018 and following the technical instructions currently referred and released by the Directorate General of Regional Development of the Ministry of Home Affairs (Bangda Bangda Bangda Ministry of Home Affairs). The preparation steps undertaken are the study of the achievements of sustainable development goals, analysis of TPB achievements per Regional Apparatus Organization (OPD), formulation of strategic issues, alternative projections and preparation and recommendations to the study capacity of the capacity of the environment and several other content.
Study of Sustainable Development Objectives (TPB) of Balikpapan City shows 133 indicators (60%) have been implemented and have been achieved (SS), 24 indicators (11%) have been implemented but have not yet reached the target (SB), 30 indicators (13%) have not been implemented and have not reached the target (BB) and 35 indicators (16%).
Based on the main tasks and functions of each Regional Apparatus Organization (OPD) within the Balikpapan City Government, the Health Office is responsible for the most indicators (43 indicators), followed by the Department of Women's Empowerment, Child Protection and Family Planning as many as 27 indicators, the Education and Culture Office of 13 indicators and the Environmental Office 12 indicators. Outside 22 OPDs in the scope of Balikpapan City Government, there are 3 vertical institutions that are also responsible for a number of indicators, namely: BPS, BPDAS and Bank Indonesia.
Projection of TPB achievements on indicators that have been implemented but not yet achieved showed 48 indicators that have not yet reached the target in 2030, so additional efforts need to be made to be able to achieve it before 2030.
In terms of development financing, activities in the Balikpapan City Public Works Office dominated the financing which reached 41%, followed by the Education and Culture Office by 17%and the Regional Secretariat of 8%.

Furthermore, the Balikpapan City RPJMD KLHS preparation team in 2020-2024 will immediately make improvements according to the input obtained from the validation team.
