Overcoming the Often Overlapping Pokir, East Java DPD Learns from the Pokir System in East Kalimantan

Samarinda, (16/09/2025) - During a visit by the East Java Regional People's Representative Council (DPRD) today, the East Java DPRD explored East Kalimantan's experience in managing Principles of Thought (Pokir) so that they do not overlap. So far, the East Java DPRD has faced problems during recess, where new leaders often appear in the middle of the road, giving the potential for conflicts of interest and disrupting the scale of development priorities.


The Head of the East Kalimantan Bappeda, Yusliando, explained that in East Kalimantan the preparation of the Regional Government Work Plan (RKPD) has been proceeding more systematically. All points of interest must be documented in the Regional Government Information System (SIPD) from the beginning of the RKPD discussion. Once entered into the system, the proposal is aligned with regional development priorities through a proposal dictionary.


In East Kalimantan itself, to overcome problems related to pokir, the East Kalimantan DPRD formed a Special Committee (Pansus) for Pokir which has the special task of discussing and overseeing the aspiration proposal dictionary. This special committee ensures that community aspirations are truly in sync with the direction of regional development. Once the proposed dictionary is determined by the Special Committee, the data is locked so that it cannot be changed midway. In this way, local governments can focus more on setting priorities according to available budget capacity.


Responding to this, through a short interview, the Chair of the East Java DPRD, Musyafak Rouf, said that the practices carried out in East Kalimantan were steps that could be an inspiration for them to be adapted in East Java.
