Support for Organizing and Attending Local Training 3 "Strengthening the Capacity of Regional Governments in Monitoring and Evaluating the Implementation of Sustainable Development Goals in the Regions - Zone IV"

Samarinda, 09 June 2021, 09.00 WITA. East Kalimantan Province Bappeda representatives attended online (virtual meeting) local training activity 3 with the theme "strengthening the capacity of Regional Governments in monitoring and evaluating the implementation of the Sustainable Development Goals (TPB/SDGs) in the regions - zone IV". Also attending this activity were Bappeda and District/City Environmental Services throughout East Kalimantan. Resource persons in this activity were the National Secretary of SDGs, Gantjang Amannullah, MA, Director of the SDGs Center at Padjadjaran University, Zuzy Anna, and Director of Foreign Policy and International Development Cooperation at Bappenas, Dr. Ir. Vishnu Utomo, M.Sc.

Several things that need to be noted from the presentation of material by resource persons who attended this meeting include:

  1. Implementation of TPB Monitoring and Evaluation as well as TPB Reporting refers to and is adapted to VAT Ministerial Regulation 7/2018. Meanwhile, the substance of Presidential Decree no. 59 of 2017, there is a National Coordination Team (TKN), Principles of Inclusivity, TPB/SDGs Documents, Implementation of TPB/SDGs in Regions and Monitoring, Evaluation and Reporting.
  2. The purpose of Monitoring is to measure progress in achieving targets using predetermined indicators; Identify and anticipate problems that arise and will arise, so that action can be taken as early as possible.
  3. Localizing SDGs means a process of implementing the global agenda to districts/cities and sub-districts/villages. Localization is a political process based on exploiting local opportunities, priorities and ideas.
  4. Not all provinces have RAD. Progress in achieving the SDGs targets is quite slow and is getting slower due to the pandemic. There has not yet been a priority scale for targets/step indicators per year, every five years until 2030, especially in the regions.
  5. Monitoring and Evaluation of SDGs as planning feedback has not yet run as it should.
  6. There are several SDGs Implementation Challenges, namely lack of awareness and general understanding of the government about SDGs, regional understanding of SDGs and how to achieve them, technical understanding of SDGs indicators and Data Collection Needs, Understanding of the different processes between SDGs and RPJMD, Target determination and reporting processes.
  7. Definition of Accelerating Achievement of TPB/SDGs through Multi-Stakeholder Partnerships and International Development Cooperation in Regions is cooperation that focuses on developing countries and is internationally directed to achieve a certain global development agenda (ECOSOC, 2015).
  8. Characteristics of Accelerating Achievement of TPB/SDGs through Multi-Stakeholder Partnerships and International Development Cooperation in Regions, namely that it is designed to support development priorities at the national and international levels. Not profit oriented. Prioritizing developing countries. Based on cooperative relationships aimed at increasing ownership from developing countries.
  9. Monitoring is carried out every 6 (six) months or at any time if necessary. Monitoring reports are submitted 15 days after the current semester period. The first semester of January-June is reported on July 15. Evaluations are carried out once a year or at any time if necessary. The Evaluation Report is submitted one month after the current year.
