Collaboration between East Kalimantan Provincial Government and JICA Discusses Scheme to Deal with Waste Around IKN

Samarinda, (24/06/2025) - In order to support the waste management system in the area around the Indonesian Capital City (IKN), the East Kalimantan Provincial Government together with the Japan International Cooperation Agency (JICA) held a coordination meeting for the submission of waste processing plans, and Balikpapan was planned as a pilot project location.

The meeting was chaired by Saur Parsaoran, Plt. Head of Infrastructure and Regional Affairs, and accompanied by Teddy Masanori, team leader from JICA in the Propeda Meeting Room on Tuesday (24/06) yesterday.

In this forum, two main schemes offered by JICA were discussed. The first scheme carries a 3R (Reduce, Reuse, Recycle) approach in two phases, namely capacity building towards a recycling-oriented society. The second scheme includes the construction of integrated waste management facilities or Integrated Solid Waste Management.

The discussion also involved representatives from DLH Balikpapan City, DLH East Kalimantan Province, and DPUPR-PERA East Kalimantan Province, each of whom conveyed the challenges faced, especially in implementing the 3R concept.

Currently, Balikpapan does not yet have facilities that integrate the three aspects of 3R comprehensively. Apart from that, the recycling process is still considered less economical because the recycled products do not have a high selling value on the market. On the other hand, the City of Balikpapan faces big challenges with the accumulation of waste at the Manggar TPA which reaches around 500 tons per day.

As a strategic step, this year it is planned to build three new TPSTs in Balikpapan, namely at Km. 12 Karang Joang Villages and Graha Indah Villages in North Balikpapan District, as well as in Telaga Sari City Forest, Telaga Sari Village, Balikpapan City District.

Mardanus, representative of DLH Balikpapan, explained that the construction of this TPST is part of a real effort to reduce the burden on landfills and improve the quality of waste management in the area.

"We fully support the plan "We hope that this program can run smoothly and have a positive impact on waste management both in Balikpapan and the area around IKN," said Saur Parsaoran, Plt. Head of Infraswil Bappeda Kaltim.
