Public Consultation Preparation of the Bontang City RPJPD in 2025-2045

Bontang (19/10/2023), East Kalimantan Province Bappeda through the Planning, Control and Evaluation of Regional Development, Mr. Isnainil Hude, S.Si attended the Public Consultation on the preparation of the Bontang City RPJPD 2025-2045. The event was held at the Bontang Mayor's Office Hall and was attended by members of the House of Representatives Commission 1, OPD representatives, private companies, academics from universities, prosecutors and stakeholders.

This Public Consultation Forum is divided into two sessions where the first session is the presentation of the results of the analysis of the preparation of the initial design of the University of Indonesia Expert Team, Dr. Widyono Soetjipto, M.Sc and Dr. Rudy P. Tambunan, M.Sc and the second session is a discussion session on the analysis of the strategic issues of long -term development.

Head of Bapelitbang Bontang City Ir. Amiruddin expects community involvement in expressing their aspirations for development planning for the next twenty years, "This is not a dream of the regional head, but the dream of the City of Bontang. Therefore, input, suggestions, and also opinions about how the direction of the Bontang development policy is in the hands of all of us. It is expected that input from the audience to perfect and complete the preparation of the RPJPD planning ". Said the Chairperson of the Organizing Committee in his remarks.

As information, before the public consultation was held, FGD had been carried out with the government, the private sector and the community to capture problems in Bontang City. In conducting a series of FGDs and analyzing these problems, the expert team uses three approaches namely, the technocratic approach (scientific), bureaucratic (involving OPD) and participatory (involving academics, entrepreneurs, the community and also the mass media).

As for the strategic issue in the city of Bontang which is the spotlight in the preparation of long-term development plan documents, namely, economic conditions or post-oil economic transformation. Because the Bontang City GRDP in 2022 amounted to Rp 40.93 T with oil and gas, while without oil and gas amounted to Rp 22.43. This shows that the city of Bontang is very dependent on the natural gas industry where it is the concern of the Bontang City Government when natural gas reserves begin to thin out in the future. Therefore, it is necessary to increase in the local economic sector that can substitute dependence on the oil and gas sector and independent community when facing post -oil and gas conditions. For this reason, the development of the MSME sector, tourism and fisheries will take a big role in the economic growth of the city of Bontang in the future.

In addition, in the population and social sector, it is stated that there is a need for accelerating human resource development that has a strong entrepreneurial ability to face post-oil and gas. The role of this superior human resource in the future must be able to adjust to the quality of the workforce in the midst of the onslaught of the development of AI (Artificial Intelligent) technology. Another problem is that there is still a high unemployment rate, the quality of health services that are not optimal and the high pre-prosperous community in Bontang City.

Besides that, in the environmental sector that is of concern today is a coastal area that has the potential for flooding and rob. Then, the problem of solid waste and provision of raw water sources because so far still relies on ground water.

From the strategic issues that have been reviewed, the initial formulation of the Bontang City RPJPD Vision Draft was obtained in 2025-2045 with the vision of "Superior Industrial City, Prosperous, and Sustainable".

In that vision it is dissected again in 5 years. In the first 5 years focused on strengthening the foundation of downstream industry transformation including tourism and sustainable creative economy. The second 5 years, namely strengthening the transformation of the downstream industry, tourism and the creative economy as an IKN partner.

in the third 5 years began to enter the acceleration stage in the transformation of the downstream industry, tourism and creative economy as an IKN partner and in the last 5 years it is expected to be the realization of superior and sustainable Bontang industries.

Furthermore, the results of this public consultation will later become material in the formulation of the regional vision and mission and the direction of policy and regional basic targets. After that, an analysis of the KLHS (Strategic Environmental Study) is prepared by the RPJPD. Furthermore, the RPJPD document will be discussed with the DPRD to determine the Regional Regulation (Perda).
