East Kalimantan Bappeda Receives Working Visit from Bappenas and JICA Team in the Context of Preparing Tricity Development Master Plan

Samarinda - East Kalimantan Province Bappeda received a working visit from the Ministry of National Development Planning/Bappenas together with a team of Japan International Cooperation Agency (JICA) experts, Thursday (17/07/2025), in the context of cooperation technical preparation of the Tri-City Development Plan (TCDP) for the IKN, Balikpapan and Samarinda areas.


In the meeting, JICA explained that the development of the Tricity aims to build an integrated area that supports sustainable urban and rural development based on three pillars: economic, social, and the environment.


This project will last for three years (July 2025–July 2028). This project not only targets infrastructure aspects, but also pays attention to environmental, social, cultural and gender equality issues.


Apart from that, this project aims to form a special implementing organization that will carry out the Tricity development plan in a sustainable manner. Even though the focus is on IKN, Balikpapan and Samarinda, surrounding areas such as North Penajam Paser Regency and Kutai Kartanegara are also considered relevant to be invited to collaborate as beneficiaries of this project.


In the future, four thematic working groups will be formed which will be formed. includes:

1. Regional spatial planning and infrastructure development,

2. Economic development, industry and investment promotion,

3. Environmental sustainability and climate change,

4. Social, cultural and gender.


The inaugural meeting of the Joint Committee (1st JCC Meeting) is scheduled to take place on July 29 2025 in a hybrid manner. The meeting will agree on activities, implementation schedule, main themes, legal position of the TCDP (Tri-City Development Plan) project, as well as submission of an outline plan and preliminary analysis of area conditions.


The East Kalimantan Bappeda expressed support for this project, but emphasized that it could be discussed further regarding the importance of integrating the Tricity plan into regional planning documents such as the RPJMD and Strategic Plan, including budgeting aspects.
