2013 East Kalimantan RKPD Public Consultation

Samarinda, Tuesday 13/3/12. Unmul Chancellor Prof. Dr. H. Zamruddin Hasid, SE., SU gave a speech and opened the Public Consultation event 1a.konsultasi_publik-unmul_13_mrt_12_websitein the context of preparing the 2013 East Kalimantan Province RKPD in the Rectorate meeting room on the third floor of Mulawarman University in Samarinda. The Chancellor emphasized that to grow the economy of the people of East Kalimantan, one solution is to provide a healthy and conducive climate in the region so that investors will grow a lot in East Kalimantan, including by improving and developing Small and Medium Enterprises (UKM). 2._peertasi_konsultasi_publik-unmul_13_mrt_12He said.

The 2013 East Kalimantan RKPD Public Consultation event became even more interesting with a moderator who was well known to the public, namely the Coordinator of Working Group 30, Carolus Tuah, whose criticisms were very constructive for both the Provincial Government, NGOs and participants who attended as individuals who were never free from criticism which provided an injection of enthusiasm in building Kaltim Bangkit 2013.

Head of East Kalimantan Bappeda, DR.Ir.H. Rusmadi.MS gave a complete presentation on the theme of Strengthening Regional Economic Competitiveness and the Pro-People Program to Realize East Kalimantan Rise 2013 in the context of preparing the RKPD for East Kalimantan Province in 2013.

The Head of the East Kalimantan Bappeda emphasized the 2013 Kaltim Bangkit Vision, namely "Realizing East Kalimantan as a Leading Agro-Industry and Energy Center Towards a Just and Prosperous Society" with three regional development agendas, namely: 1. Creating a safe, Democratic and Peaceful East Kalimantan supported by a clean and authoritative Government; 2. Realizing a regional economy that is competitive and pro-people, and 3. Improving the quality of Human Resources and people's welfare.

The public consultation in the context of preparing the 2013 RKPD for East Kalimantan received very good appreciation from the participants, especially the four discussants, namely Prof. Aji Ratna provided input and responses to the presentation by the Head of East Kalimantan Bappeda, including highlighting that improving human resources is more focused on education at an early age, on the grounds that education at an early age is very important for the region and the nation because it is the main foundation in supporting educational improvements in the future, said Prof. Aji Ratna.4._pebahas_2-4

Meanwhile, for the sector of improving the people's economy, Prof. Aji Ratna provided opinions and suggestions, one solution is to develop a wider Small and Medium Enterprises sector so that investors invest more in this business sector, and also explore regional potential so that the products produced are of export quality, and make it easier for SMEs to grow investments outside the mining sector, especially coal mines. Meanwhile, the agricultural sector prioritizes utilizing the potential of each region which has its own advantages, likewise the infrastructure sector focuses more on community needs which can improve the regional economy.

Second discussant Ir.H. Syahbandi, MM, chairman of the East Kalimantan LPJD, provided suggestions and input on the education sector, especially on the target of 20% of costs from the East Kalimantan and Regency/City APBD in order to receive more proportion and supervision to achieve targets and targets in accordance with the 2009-2013 East Kalimantan RPJMD.

5._peteman_konsultasi_publikThe third discussant, Heru, represented the East Kalimantan Chamber of Commerce and Industry provide feedback and suggestions as someone who is in the business world, the government's most needed role is to provide convenience and access in business licensing, especially in Regency/City areas where bureaucratic convenience is still needed in granting business permits to entrepreneurs or investors/investors for both local and national entrepreneurs, even foreign investors, so that it will have an impact on improving the local regional economy.

To facilitate access by land, sea and air, attention is needed to the infrastructure sector, because this sector greatly influences the growth of new businesses in the region, and it is hoped that efforts will be made to the younger generation to provide understanding and change the mindset because most of the young generation who have completed their education still have the mindset of getting employees or employees. On this occasion, how can this mindset be changed to be able to create new jobs, so that it will reduce unemployment in the region.

The final fourth discussant Ir. Nil Mukaddin, MM, an NGO/NGO working in the environmental sector, gave a very good appreciative response to the implementation of the public consultation which involved all stakeholders and provided suggestions and input that serious attention was needed to the environmental damage in the Makassar Strait where in this area there has been quite serious sedimentation which threatens the ecological sustainability, especially of coral reefs and marine biota.

If this sedimentation is allowed to continue, it will cause more severe damage and will affect the sustainability of marine fisheries and will also have an impact on the income of local fishermen.

This requires serious attention from the East Kalimantan Provincial Government in dealing with the environment and is included in the preparation of the 2013 RKPD for East Kalimantan.
