This activity was carried out virtually through the Zoom Meeting application and was attended by Bappeda from 33 provinces and 260 districts/cities in Indonesia, including the East Kalimantan Province Bappeda represented by the Social Welfare Sub-Staff. Also present were the Ministry of Women's and Child Empowerment, the Ministry of Social Affairs, the Coordinating Ministry. Human Development and Culture, Ministry of Education and Culture, Indonesian Child Protection Commission, Komnas Wanita, and Compact Development Partners, UNICEF, Dfat, Crown, and Innovation.
Currently Pandemic Covid-19 has the potential to double or bring up new vulnerability in certain groups, but the current social protection program still refers to the definition of vulnerability that is closely related to poverty. Therefore, through this activity, it provides a broader understanding of the definition of vulnerability in the 19 Pandemic Covid period to ensure the handling and rehabilitation programs carried out by the government are inclusive and have considered the characteristics of vulnerability and different needs in various community groups.
In general, children are groups that are vulnerable to COVID-19 transmission, based on data obtained conditions that add to the vulnerability of the child to transmission, namely the existence of children aged 12-23 months do not get a complete basic immunization at 42.1 %, 50.4 % of cases of tuberculosis occurred in children under five and 467,383 cases of pneumonia occurred in children under five in 2019.
In addition to the vulnerability of transmission in children, vulnerability also occurs in women in the form of domestic violence. During this pandemic dominated psychological and economic violence of women vulnerable, namely the age of 30-31 who earn less than 5 million with 3-5 children or more, the impact on the health of the mother and child is around 36% of the results of respondents stated that they often reduce the portion of eating due to financial problems.
Speaking of the impact of Covid-19 on children in terms of economy and welfare is a reduction in children's welfare due to parents experiencing decreased income and loss of livelihoods.
In terms of education, distance learning policies are still constrained by teachers not ready for online learning materials, as well as psychological students about their children's learning motivation to be reduced such as bored, difficulty concentrating, difficulty sleeping , stress, and tired. In addition, the challenges of children in a distance learning program based on rapid needs assessment data are 37% of children cannot manage study time, 30% of children have difficulty understanding the lessons, 21% of children do not understand teacher instructions.
Another impact on children in terms of child protection is the increasing intensity of children using gadgets potentially raising cases of online harassment and crime through online media. Child protection intervention in the pandemic covid 19.
For this reason, through this working paper, it is expected that the government is committed to reducing the decline in community welfare through various forms of aid programs, especially those who are below the poverty line.
