Seminar on Moving the National Capital: From Regional Government Preparations to Community Acceptance
Samarinda, 14/01/2020. "Don't let native residents of East Kalimantan just be spectators when the National Capital moves to East Kalimantan," said the message from Plt. Regional Secretary of East Kalimantan Province, Ir. Muhammad Sabani, M.Sc, when opening the Seminar with the theme Moving the National Capital: From Regional Government Preparation to Community Acceptance which took place in the Ruhui Rahayu Room of the Governor's Office of East Kalimantan Province.
This seminar was held by the Awang Long Samarinda College of Law together with the Indonesian Law Doctors Association (ADHI), presenting speakers from the East Kalimantan Regional Government represented by the East Kalimantan Provincial Bappeda, then from the Association of Indonesian Law Doctors, and the Chair of the Awang Long Samarinda College of Law attended by participants from representatives of universities in East Kalimantan, Academic activist and the Indonesian Law Doctors Association (ADHI).
On this occasion, the East Kalimantan Provincial Bappeda, represented by the Head of the Transportation Infrastructure Sub-Division, Akhmad Muzakkir, ST, M.Si explained several things related to the Regional Government's preparations to welcome the move of the National Capital City (IKN), including the East Kalimantan Province Policy regarding the plan to move IKN where the East Kalimantan Provincial Government, regional heads (Regents and Mayors), community leaders, figures customs and several stakeholders fully support the move of the National Capital to East Kalimantan, including support for IKN supporting infrastructure through the East Kalimantan Vision 2030 which has been built, including a toll road that has connected 2 (two) PKN Balikpapan and PKN Samarinda, the airport and the port. Furthermore, other presentations also conveyed the readiness of priority infrastructure, the concept of new IKN development, synchronization of IKN plans with regional development planning documents, financing schemes, acceleration of legal aspects of IKN transfer plans and hopes for synchronization & institutional aspects of IKN transfer. The main point in the presentation presented was regarding the juridical aspect where there is no law that validates or states that the National Capital will be moved to East Kalimantan Province.
Next, the resource person was from the Indonesian Law Doctors Association, represented by Dr. Jawade Hafidz, S.H., M.H as Secretary General of the Indonesian Law Doctors Association in his presentation entitled Problems of Moving the National Capital, there are three main problems in moving the National Capital to East Kalimantan, namely from the Juridical, Sociological and Political aspects, where according to the juridical aspect there is a need for a legal umbrella for moving the National Capital in the form of a law, then the sociological aspect is related to the readiness of the local community with the activity of moving the National Capital and other aspects. Politics, both local and national, raises the question of whether the DPRD of East Kalimantan Province has made a decision whether to agree or not regarding the relocation of the National Capital because it is related to the synchronization between regional and central decisions.
Apart from Central ADHI and the East Kalimantan Provincial Government, this seminar also presented speakers from the Chair of the DPD ADHI Kaltim, Bela Indi Sulistio who explained the Legal Implications of Moving the National Capital, as well as a resource from the Chair of the Awang Long Samarinda College of Law (STIH), DR. H. Husni Thamrin, S.H., M.H who presented a presentation on the Relocation of the National Capital of the Republic of Indonesia from the study of Economic Law.
